    Description of Work:

    • Help identify issues that are disputes or potential claims.
    • Gather necessary documentation for all dispute issues and maintain up-to-date dispute files.
    • Assist with document review & research during claim defense
    • Document job close-out
    • Coordinates final inspection.
    • Coordinates the development, logging and resolution of punch lists.
    • Coordinates the initial start-up and testing of utilities, building, electrical and mechanical systems and equipment.
    • Coordinate with contractor to receive contract required close out documentation (e.g. guarantees, warranties, O&M manuals, record drawings, spare parts, keys, etc.), review for completeness and compliance. Coordinate delivery of close out documentation to the owner.
    • Coordinates contractor training of owner personnel.
    • Receives and distributes all necessary Lien Releases and Notices of Completion.
    • Responds to contractor & other team member correspondence related to construction issues.
    • Understand A/E & other consultant contracts
    • Reviews bid documents to become knowledgeable about the project.
    • Tracks status of required contract documents including bonds, insurance, licenses, etc.
    • Receiving, logging, reviewing contractors payment applications, with the contractor, and forwarding to the owner for payment.
    • Become familiar with project budget and assist with monitoring.
    • Manage change order log including tracking the project contingency budget.
    • Reviews A/E, owner request for change and advises owner of impact on schedule and cost due to the requested changes.
    • Reviews all change order costs, develops estimates as needed and negotiates fair and equitable settlement with contractor.
    • Reviews contractor's request for change orders and issues proposed change orders whenever appropriate.
    • Determining the validity of contractor's requests for change orders.
    • Files and maintains project files on site
    • Logs & tracks all RFIs
    • Logs and tracks all submittals
    • Log and track PCOs, COs, submittals, correspondence and other project documents
    • Assembles PCO/CO package for owner approval, with necessary back up.
    • Ensures logs of correspondence, RFI, submittals, PCOs, COs, change requests, disputes are maintained.
    • Verifies that the contractor is maintaining project as-built drawings (or maintains as-builts, if it is our responsibility) with addenda, RFI, change orders, etc.
    • Prepare back up material for change orders to enable effective negotiations. Assemble final change order documentation.
    • Process contractor's payment and forwards to owner.
    • Reviews contractor's monthly billings for payment & forward to owner.
    • Provides all services such that the objectives for quality of Vanir's service, project schedule, cost and project quality are met or exceeded.
    • Coordination of the inspection needs and efforts of the projects.
    • Develops or reviews front end specifications for construction contract documents
    • Conducts job site meetings with the contractor as needed
    • Conducts periodic progress meetings with the A/E, owner and other project team members
    • Participates in weekly progress review meetings & prepares minutes for CM review
    • The ACM and CM process Method of Procedures (MOP) for construction activities requiring assistance from the facility.
    • Monitor job progress in the field and take daily progress photos. Additional photos will be taken to document potential issues as needed.
    • Coordinates the following activities for various reports: preparation (including drafting text, formatting, inserting attachments), final edits, and distribution.
    • Maintains daily field reports detailing construction progress and associated activities
    • Prepares and publishes Project monthly status reports
    • Logs & tracks all RFIs and submittals
    • Background research for Requests for Information (RFIs).
    • Reviews all RFIs for appropriateness, completeness and potential change or time impact. Coordinate RFI responses in a timely manner.
    • Coordinates the shop drawing/submittal review and approval process.
    • Expedite review of RFIs, submittals etc. for compliance.
    • Coordinate with the Contractor to receive weekly updated 3-week look ahead schedules.
    • Review Contractor schedules for understanding and reference for monitoring work progress.
    • Coordinate with the Contractor to receive Contractor's construction schedule monthly updates and review for completeness. Coordinate review with VCM's scheduler and response contractor. Work with contractor, VCM scheduler and owner to ensure that a monthly update schedule is finalized and accepted.
    • Reviews and evaluates contractor's request for time extension.

    • Building codes and their impact on design and construction
    • Potential field construction problems and alternatives for resolution
    • Common construction equipment and techniques
    • Common construction materials and systems
    • Process of professional construction management applied to a construction program from conception to completion for the purpose of controlling time, cost and quality
    • Company policies and administrative procedures
    • Purpose and contents of the Project Management Plan
    • Roles and responsibilities of the various team members and entities
    • Construction progress reporting
    • Calculate a simple CPM schedule to determine critical path
    • Mechanics of critical path method scheduling, including forward pass, backward pass, total float, early dates, late dates, free float, etc.
    • Make recommendations to owner on construction durations, milestones & LDs
    • Review work progress for compliance with contract documents
    • Prepare correspondence related to technical issues.

    Qualifications:

    • Bachelor's degree in a related field and equivalent professional experience
    • Preferred: Certification as CM, PMI, and/or GC license
    • 5 years of intensive and progressive experience in managing engineering programs
    • Excellent oral and written communication skills
    • Owner's representative experience strongly preferred.
