    Purpose of Announcement

    EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT EAST JEFFERSON IN THE DEPARTMENT OF FLOODPLAIN MANAGEMENT AND HAZARD MITIGATION AND FUTURE VACANCIES AS THEY OCCUR.
    Kind of Work

    The purpose of this position is to perform specialized work under supervision of the director in the areas of Floodplain Management, Community Rating System, and as-needed project coordination. Employee supervises floodplain staff in National Flood Insurance Program compliance and the implementation of Community Rating System document management and outreach projects. Prepares Flood Zone determinations for Jefferson Parish citizens, insurance agents, lending institutions, and real estate brokers. Provides technical guidance through site visits and/or desktop review on various mitigation methods to citizens of Jefferson Parish. Responds to National Flood Insurance Program inquiries posed by Jefferson Parish citizens and insurance agents. Makes inquiries to the FEMA Regional Insurance Specialist and/or the Flood Insurance Advocate as needed. Reviews floodplain related projects provided by State DOTD, U.S. Army Corps of Engineers, and Jefferson Parish Departments to ensure compliance with FEMA guidelines. Maintains, obtains, and prepares all documentation for classification under the Community Rating System program. Performs related duties as required. Requires driving of a personal vehicle, thus possession of a valid driver's license, acceptable driving record, and personal automobile with minimum liability insurance available for business use (business travel is reimbursed on a mileage basis) will be given preference.

    NOTE: Employees will be required to obtain a Certification in Floodplain Management (CFM) prior to the completion of their probationary period.
    Minimum Qualifications For Admission to Examination

    Candidates must meet one (1) of the following requirements:

    1. Possession of an accredited Bachelor's degree (or above) with at least twelve (12) hours of coursework in Floodplain Management, Hazard Mitigation, Disaster Science, and/or a closely related area.

    2. Possession of an accredited Bachelor's degree in any field of study; PLUS, significant experience (approx. one year) working in the field of hazard/flood mitigation, to involve review and processing of paperwork related to FEMA grants or the National Flood Insurance Program.

    3. Possession of an accredited Associate's degree in any field of study; PLUS, considerable experience (approx. three years) working in the field of hazard/flood mitigation, as described in Option II above.

    SUBSTITUTION: Candidates not possessing a college degree may qualify with a high school diploma (or equivalent) and a minimum of five (5) years of experience, as described in Option II above.

    PREFERRED: Certification as a Floodplain Manager from the Association of State Floodplain Managers is preferred.
    Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate.

    The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Acceptable applicants will be notified of the time, date, and place of any assembled testing.     JEFFERSON PARISH CIVIL SERVICE BENEFITS

    Vacation (Annual Leave)
    Employees accumulate one half day of paid vacation for every two weeks worked.
    Leave accrual rates increase with years of service. Any unused annual leave is
    usually paid upon separation from Parish Employment.

    Sick Leave
    Employees accumulate one half day of paid sick leave for every two weeks worked.
    Sick leave is available for personal illness, injury or medical consultations.

    Holidays
    Nine paid official holidays are observed, plus any holidays declared by Parish Officials.

    Life Insurance
    All regular employees receive a life insurance policy equal to one year's salary.
    Extra insurance may be purchased.

    Medical Insurance
    An HMO medical insurance plan is avalable for employees and their
    dependents. Jefferson Parish pays 80% of the premium for employees and 50% of
    the premiums for dependents.

    A Flexible Benefits Plan
    Employees have the opportunity to save money by paying for health
    insurance and optional insurance with pre-tax dollars. A Flexible Savings
    Account for Medical Expenses and Dependent Care is also available.

    Retirement
    Most regular employees belong to the Parochial Employees' Retirement
    System instead of the Social Security System. For employees hired after
    January 01, 2007, a pension calculated at 3% of salary per year of service
    is provided upon retirement at age 67 with 7 years of service, age 62 with
    10 years of service, or age 55 with 30 years of service.

    Tenure Payment
    Employees are paid $25 per year of service in December of each year.
    Employees must have worked two years before the first check is paid.

    Deferred Compensation Plan(457b plan)
    Similar to 401K programs, the 457b Deferred Plan allows employees to defer
    up to $14,000 of pretax income each year to supplement retirement savings.
    Pre-tax contributions can be cashed in upon retirement or termination without
    penalty. This plan is provided by Nationwide Retirement Solutions

    Special leaves of absence for military service, maternity leave, etc.
