    Job Description:

    In your position as a Grants Modernization Project Lead, you will perform tasks requiring management of a large-scale system transition project encompassing multiple tasks with a total lifecycle budget and complexity comparable to 10-12 FTE and around $10m x 5 years. Tasks may include formulating and defining task scope and objectives in accordance with the customer's technical requirements; compiling and analyzing technical data; advising client agency management and customers on complex system projects and activities (in this case, monitoring transition from a sunsetting grants management system to another Federal awarding agency grants management system; working closely with customers to define strategy, Charter, governance, risk register, RACI matrix, project plan and schedule, communication plan; change management, and potentially IV&V of system implementer(s), and providing instruction on and performing and documenting quality assurance reviews. You will also support:
    • Planning, Scoping, and Scheduling Work; Maintaining overall project plan.
    • Producing routine contractually required status reports for the client and their Contract Officer Representative (COR).
    • Maintaining company project tracking databases, including P&L.
    • Quality review of staff work and reports.
    • Supervising grant system PMO.
    • Scoping overseen includes: Establishing PMO & project governance, collaborating with the client to establish vision and governance, identifying key stakeholders, establishing a RACI matric, identifying key decision points and methods, developing and executing communications and change management plans, establishing a project plan and scheduling, manage the relationship between the client and service provider, advocate for client's requirements, facilitate stakeholder meetings with all participating Federal agencies, and various service provider working groups (i.e., module refresh, new functionalities, etc.).
    • Communications Strategy and Execution:
      • Developing and maintaining a communication strategy that outlines key messages, target audiences, and communication channels.
      • Creating and delivering clear and timely communication materials, such as newsletters, memos, and presentations, for internal and external stakeholders.
      • Conducting workshops and training sessions to facilitate understanding and engagement among internal and external stakeholders.
      • Establishing feedback mechanisms to gather input, address concerns, and adjust.
    • Change Management Planning and Execution:
      • Developing a comprehensive change management plan tailored to the organization's needs.
      • Conducting internal and external stakeholder analysis and assess readiness for change.
      • Creating strategies to mitigate resistance and foster user adoption of the new system.
      • Leveraging existing new system training and support materials to develop client-specific training and supporting activities to enable smooth transition and effective utilization of the new system.
    • Business Process Management and Continuous Process Improvement:
      • Outlining and managing the methodology for administering business process management (BPM) according to the BPM tools available at the client agency.
      • Outlining and establishing the client's business processes to analyze, map, model, and publish processes for employee training and reference.
      • Integrating new system's existing training materials with client-specific modifications to develop a comprehensive training and reference system that is current and trustworthy.
      • Managing process performance through process training, execution, measurement, and reporting.
      • Identifying opportunities for process improvement, utilizing process improvement methodologies, and implementing improvements for increased efficiency and optimization.
    • System Implementation:
      • Collaborating with the client and IT staff to oversee a thorough assessment of the new system.
      • Collaborating with the client, IT staff, and cross-servicer to develop a detailed implementation plan, including timelines, milestones, and resource allocation.
      • Working with client and cross-servicer subject matter experts to configure and customize new system to meet the client's specific requirements.
      • Collaborating with the client, IT staff, and OCFO on establishing financial interfaces and reporting capabilities.
      • Designing a tiered help desk approach to support client implementation of the new system.
      • Collaborating with client and IT staff to ensure seamless transition from existing systems, facilitating data migration, and executing proper testing of functionalities.
    Required Skills:
    • Public Trust Clearance required
    • Bachelor's Degree in Business or IT required
    • 8 years of relevant experience, preferably with grant management systems, or other similar system transition to a service provider.
    • Project Management Professional (PMP) certification.
    • Skills:
      • Project Management, e.g., applies department and program policies, procedures, regulations, and laws to financial assistance management and monitoring; Implements and/or improves procedures to enhance program effectiveness and efficiency; applies department and program policies, procedures, regulations, and laws to financial assistance management and monitoring; leads the project and program management grants system transition staff.
      • Ability to enforce accountability.
      • Ability to provide expert advice and technical assistance to relevant stakeholders on interpretation of financial assistance management regulations.
      • Exercise creative thinking. Manages a group's problem-solving process, assisting others in staying focused on the current problem and systematically working through the issue.
      • Grant Financial Management, e.g., the ability to identify and develop interfaces with client FM system and related controls.
      • Federal Financial Assistance Management, e.g., makes decisions on how to best analyze data and allocate resources based on program-specific variables.
      • Organizational Awareness, e.g., communicates agency, departmental, and company goals as they relate to financial assistance; active involvement in relevant professional associations to stay abreast of industry developments.
      • Planning, e.g., plans activities to support the strategic objectives and/or performance goals of the client agency's mission; aligns planning activities for self, entry-level, and mid-level staff to support objectives and/or performance goals of the company, and project program mission.
      • Relationship Management, e.g., develops and implements transparent processes that take into account the needs of all relevant stakeholders; resolves complex situations with relevant stakeholders while still maintaining strong working relationships.
      • Professional Communications and Business Writing, e.g., even in the most difficult situations, ensures that regular communication occurs based on the needs of the project or individual, listens well, clarifies the intent of others' communication, tailors communication to the level of the audience, and identifies creative methods such as analogies and visuals to communicate complex ideas.
    • Must be currently authorized to work in the United States on a full-time basis
    Desired Skills:
    • MBA or IT advanced degree.
