    DEPARTMENT SUMMARY: The Cancer Center at St. Charles Health System is a multi-site comprehensive cancer center that provides holistic care to our patients. The Cancer Center provides chemotherapy, medical oncology, infusion services, radiation therapy, integrative medicine, nutrition, social work, survivorship and other supportive care treatments.

    All our staff support our patients in the various stages of their treatments. Services are provided both at Cancer Centers in both Bend and Redmond.




    POSITION OVERVIEW:
    The Clinical Manager of Cancer Services under the guidance of the Administrative Director, Cancer Services, is a professional registered nurse who is responsible for the day-to-day operations of medical oncology and radiation oncology provider practices, infusion services, radiation treatment services, integrative therapies, community outreach, social work, high risk and prevention program, and survivorship at clinic locations in Bend and Redmond. This position is responsible for coordinating, directing, implementing, evaluating, and allocating resources to ensure optimal daily patient flow to meet demand for services with available staff. The major functions of this position will focus on managing daily operations including provider practice oversight and direct management of clinical services, communication and support, employee relations, fiscal management and analysis, operational analysis and quality improvement. This position directly manages other caregivers.




    ESSENTIAL FUNCTIONS AND DUTIES:


    Manages the day-to-day administrative and patient care operations for medical and radiation oncology, infusion center, laboratory, radiation therapy, survivorship, social work, high-risk and prevention program, the provision of integrative therapies (including acupuncture, massage therapy and Reiki services), as well as community outreach for the comprehensive cancer program in both Bend and Redmond.


    Supports the Medical Director and Administrative Director in oversight of the quality of clinical work across the cancer service line, as well as for management of physician and team productivity; for clinical innovation; for compliance; for development, implementation, evaluation, and improvement of clinical pathways and models of care; and for relationships with referring physicians.


    Serves as a nursing resource for the nursing staff and is available as a nursing leader throughout all operations of the Cancer Center.

    Serves as a liaison between Cancer Services and nursing services in Bend and Redmond hospitals.


    Responsible for ensuring that nursing practice is consistent with accepted standards and compliant with both regulatory requirements and labor agreements.

    Manages and meets all laboratory requirements mandated by the state regarding CLIA licensing and The Joint Commission accreditation.

    Manages laboratory staff, correlation studies, and quality control to ensure best practice.


    Supports the creation of a Center of Care identity that is recognized and respected by patients, clinicians, donors, and the community.

    Assures the highest quality patient/caregiver satisfaction and resolves patient/caregiver concerns in a timely manner.

    Serves as a representative of the Cancer Center of Care on appropriate clinical task forces/advisory councils to discuss staffing issues, nursing policies and procedures, risk management, quality assurance, compliance, patient care items and any clinical problems.

    Implements evidence-based nursing practice and quality policies, procedures, and protocols and monitors effectiveness.

    Actively participates in quality improvement initiatives. Identifies issues impacting quality, consults appropriate individuals, and develops corrective action plans.

    Trains caregivers on compliance and regulatory statutes as outlined by St. Charles Cancer Center of Care policy. Trains caregivers in managing patient records and performs audits of patient records.

    Organizes routine department meetings with area coordinators. Meets with clinical areas routinely and as necessary.

    Assists new providers in setting up his/her practice. Works with Cancer Services leadership to develop marketing plan for new providers.

    Manages inventory stock levels, ordering of all clinic supplies as well as receiving drugs and checking invoices. Maintains appropriate monthly inventories of supplies and drugs.

    Meets with Medical Directors routinely to discuss clinical operations and assists with implementing process improvement opportunities.

    Assures adherence to OSHA policies and procedures. Oversees clinical safety with the assistance of area coordinators and supervisors.

    Assures maintenance of patient education requirements and processes.

    Provides consultation to nurses, radiation therapists and physicians and other caregivers. Serves as a resource to inpatient and outpatient caregivers in areas of expertise.

    Evaluates cost, quality, and effectiveness of clinical service and supplies.

    Maintains the standards and educational requirements specific to the position through continuing education. Participates in lectures/activities in college and professional organizations in areas of expertise.


    Reviews advanced practice standards for nurse practitioners/advance practice nurses as established by Oncology Nursing Society, Oregon Nursing Practice Acts, and the St.

    Charles Cancer Center of Care policy.

    Updates knowledge of current developments in patient care management, health care legislation, and hospital/community resources. Maintains and updates knowledge and skills based on current health care practice and research, educates staff on new findings.


    In collaboration with the Administrative Director, responsible for budget development, regular monitoring, accountability and meeting all operational targets for all areas within span of control.

    Hires, directs, coaches and monitors the performance of all direct reports, to develop and maintain a high-performance team that meets organizational and department goals

    Monitors and ensure all direct reports are current with compliance and safety requirements. Implements and manages all organizational safety directives and goals

    Provides and oversees team's delivery of customer service in a manner that promotes goodwill, is timely, efficient and accurate.

    Collaborates with teams to review processes and identify/implement opportunities for improvements, applying Value Improvement Practice concepts and tools.


    Creates a healing environment that supports all aspects of care, respects the wholeness of the individual, and demonstrates therapeutic presence through attitudes and behaviors that enhance the care experience for patients and caregivers.

    EDUCATION:

    Required: Graduate of an accredited school of nursing.

    Preferred: Master of Nursing, other healthcare related master's degree, or business degree.

    LICENSURE/CERTIFICATION/REGISTRATION:

    Required: Current licensure with the Oregon State Board of Nursing. CPR certification Valid Oregon driver's license and ability to meet SCHS driving requirements. Ability to travel to business functions/trainings/meetings and all SCHS worksites.

    Preferred: National Certification from recognized professional organization in relevant field of clinical expertise.

    EXPERIENCE:

    Required: Five (5) years related clinical operations experience. One (1) year oncology experience. One (1) year leadership experience in a healthcare setting. Professional nursing experience in a clinic setting.

    Preferred: Five (5) years of progressive nursing leadership in clinical oncology setting.

    PERSONAL PROTECTIVE EQUIPMENT:

    Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.

    ADDITIONAL POSITION INFORMATION:

    Ability to make calm and sensible decisions under various work situations, prioritizing issues and dealing with immediate problems reasonably and effectively.


    Intermediate to advanced proficiency in Microsoft applications (Word, Excel and Access), database management, and electronic medical records systems and document preparation.

    Ability to work independently with minimal guidance from other Cancer Services leadership staff.

    Excellent organizational skills, written and oral communication and customer service skills, particularly in dealing with stressful personal interactions.

    Must have well-developed supervisory and operational analysis and problem solving skills.

    Ability to make decisions in the process of troubleshooting problems for clinic physician(s) and/or provider(s) and implement solutions.

    PHYSICAL REQUIREMENTS:
