    JOB DESCRIPTION AND POSITION REQUIREMENTS:


    We are searching for motivated and talented Undersea System Analysts to join our Operations Research and Systems Analysis Department at the Applied Research Laboratory (ARL) at Penn State University.

    ARL's purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC).

    Operations Research is a discipline in which a wide range of analytical methods are utilized to aid decision-making.

    The goal of our Operations Research and Systems Analysis group is to provide insightful and analytic studies in support of DoD and IC customers to ensure that our national defense is maintained today and into the future.

    We strive to provide unbiased and rigorous quantitative analysis, understand and attack complex undersea problems, integrate expertise from diverse scientific and operational fields, and provide "big picture" insights for decision support.

    Typical Operations Research problems consist of analysis of how a complete system (e.g., an undersea vehicle) may best be used in operations, up to analyses of systems-of-systems and ecosystems.

    You Will:
    Develop action plans to resolve questions about complex or ill-defined systems and deliver concrete findings and guidance to customers
    Aggregate Subject Matter Expertise - Work with a diverse group of experts, including Navy officers, engineers, scientists, and mathematicians, to understand problems from many perspectives
    Execute analyses - including planning an approach to a problem, development of models, execution of models/simulations, and analysis of results
    Perform concept assessments - including the assessment of future or current naval operations and/or systems engineering for conceptual systems
    Deliver results - Clearly communicate results to stakeholders within the laboratory, or to sponsors in the DoD or IC
    Manage technical performance of teams of 1-3 people
    Present information to sponsors and write proposals for future work

    This job can be filled at multiple levels, depending on your education and experience. Minimum requirements include a Bachelor's Degree in an Engineering or Science discipline; Master's Degree preferred; 5+ years related experience. Additional experience and/or education are required for higher-level positions.

    Additional responsibilities for a higher level position includes:
    Managing larger teams (3-10 people)
    Providing inputs to strategic planning for the department


    Required skills/experience areas include:
    Knowledge of computing languages or frameworks for scientific/engineering analysis such as C++, MATLAB, Simulink, R, or Python
    Creative problem solving skills
    Ability to absorb a broad array of information and to identify relationships between a system and its operational usage - logistics, planning, environmental, and risks
    Strong written, oral, and interpersonal communication and presentation skills
    Excellent organizational skills
    Ability to work independently
    Capability to work in an environment where problems are often not initially well-defined


    Preferred skills/experience areas include:
    Undersea systems and the ability to apply this to assess new concepts
    Oceanographic data, modeling and simulation, or Naval operations

    Your working location will be fully on-site, located in State College, PA.
