    Ellumen, named a 2022 Top Workplace by the Washington Post, is a small business headquartered in Silver Spring, MD.

    We provide a broad spectrum of information technology and ancillary services to government and commercial customers primarily within the healthcare delivery domain.

    Ellumen is seeking an experienced Program Manager to support our partnership with the Department of Homeland Security, and the sustainment and development of an Environmental Management Information System (EMIS).

    This system is used by over 3000 users as an environmental planning and historic preservation (EPHP) tool for reviewing federally funded projects.

    Responsibilities


    • Research, compile, evaluate and report information to support the Program's Risk Management.
    • Support continuous innovation and ensure optimal stakeholder experience.
    • Incident and Problem management as well as reporting and metrics management
    • Develop process/control changes by identifying gaps/issues/areas for improvement; writing improved processes.
    • Lead efforts to maintain the most up to date security posture per the office of cyber security and prepare the system for migration to the cloud.
    • Present weekly reports to the Government customer.
    • US citizen with ability to obtain federal clearance (current secret or top secret clearance preferred)
    Requirements


    • Experience with federal legacy web-based system (developed in Java)
    • 10 years of experience working in a support role for a Federal Government Agency Acquisition Project Management Office (PMO).
    • 5 years of experience working as a Project Manager supporting a Federal Government Agency Project Management Office (PMO) – DHS
    • Bachelor's degree is required. Master's degree is preferred.
    • Project management professional (PMP) certification is preferred.
    • DHS Level III PM certification or equivalent experience.
    • Understanding of the unique informatics architecture of the military
    • Understanding of large applications, database, and queries
    • Proficiency with FEMA and/or federal grants, especially related to environmental and historic preservation
    • Experience with Primarily bug fix/patch
    • Proficiency migrating legacy system to cloud environment
    • Exceptional verbal and written communication skills
    • Minimum of 5 years leading an Agile team.
