    Job Summary:

    Coordinates the work of design consultants and landscape architects and reviews the plans and specifications for playgrounds and recreational areas.

    Collaborates with other City agencies for site-related partnerships, including but not limited to the Philadelphia Water Department (PWD), Philadelphia Parks and Recreation (PPR) and the Department of Public Property (DPP).

    Acts as the principal liaison between the Office of Capital Programs and community and non-profit groups.


    Essential Functions:


    • Reviews site design documents, plans, specifications and other contract documents prepared by consulting engineers and landscape architects for feasibility and adherence to School District standards; makes periodic inspections of project sites to review work in progress for conformance to plans and specifications.
    • Reviews applications for regulatory submissions for, including but not limited to PWD, the Pennsylvania Department of Environmental Protection (PADEP), and the Philadelphia Streets Department and attends associated meetings; provides technical assistance to the School District's legal counsel; prepares and schedules advertisements for bids.
    • Writes technical reports, procedural memos and technical evaluation papers; prepares drawings, sketches and specifications for landscape architectural and civil projects as needed; reviews and approves invoices for consultants; arranges for, and assists in the preparation of cost estimates.
    • Coordinates the review of design concepts by the department, appropriate city agencies and contracted architects; meets with instructional personnel, administrators, and interested citizens groups to develop and explain design concepts.
    • Supervises the inspection of construction operations to insure compliance with all applicable codes and regulations; supervises the inspection and testing, either in laboratories, manufacturers' plants, or on job sites of materials.
    • Attends community group and public outreach meetings.
    • Conducts punch lists and ensures receipt and accuracy of As-Builts

    Minimum Requirements:




    • Bachelor's degree from an accredited college or university with major coursework in landscape architecture.
    • Six years of full-time, paid, professional architectural experience managing multiple large projects and budgets, which has included playground and recreational design and has involved organizing public outreach efforts and coordinating with public and private entities.

    Certificates//Licenses:


    • Valid Commonwealth of Pennsylvania registration as a landscape architect.

    Knowledge, Skills and Abilities:

    Demonstrated knowledge of:

    o the principles and practices of landscape architectural design, including site design, grading and drainage, design management, and construction means and methods.

    o playground and recreational design, including applicable safety guidelines and requirements, as well as other site design, including paving, site drainage and grading.

    o storm water management design and regulations within the City of Philadelphia, as required by the Philadelphia Water Department.

    o native and ornamental plants.


    Knowledge of:

    o city and governmental agency regulations, including but not limited to: PWD, Department of Licenses and Inspections (L&I), and PADEP.

    o innovative play principles and practices.
    o educational facilities and practices.


    Ability to:

    o review design and construction documents including design calculations, reports, drawings, specifications and cost estimates for various project types.

    o write and modify design specifications.
    o inspect work under construction for compliance with specifications.
    o prepare technical memoranda, bid packets, project scope reports, change notices and other correspondence.

    o work, plan, schedule and coordinate with school based staff, maintenance personnel, and other team members of the Office of Capital Programs to ensure minimum interruption to the educational process and the daily overall operations of the school.

    o manage design consultants for budget and code compliance.
    o effectively prioritize multiple projects in a deadline-driven environment.
    o use AutoCAD 2015 or higher.
    o use Microsoft Office applications, Adobe PDF, Illustrator, InDesign, Photoshop, Sketch-Up, and Microsoft Project.
    o work both independently and within a team environment.
    o present ideas effectively, both orally and in writing.
    o establish and maintain effective working relationships.
