    Job Description
    The Compensation Division Director will be responsible for evaluating compensation across the organization.

    This includes developing the strategy, design, and implementation of a comprehensive compensation plan that can grow and develop with the organization.

    Incumbent will be expected to provide expert guidance in classification, compensation, including salary and total rewards, provide benchmarking, market trends, design and modeling, analytics and reporting to assist County leadership with aligning organizational structures to efficiently pursue County goals.

    In addition, the incumbent will be responsible for facilitating compensation surveys, market adjustment calculations, provide proposals to support business cases and working to ensure equity and competitive compensation packages for recruitment and retention of existing employees.

    This position will oversee the Compensation Division, managing a team of subject matter experts and overseeing all deliverables.

    Essential Duties


    Partner with internal HR management who support County departments, Benefits Division and HRIS as well as County and departmental leadership to observe current compensation structure and make recommendations for equitable, competitive, sustainable compensation plan to support strategic goals of being the public sector employer of choice.

    Stay current with industry standards, market trends and organizational structure to ensure development of class specs and salary meet organizational needs.

    Consult with internal HR management who support County departments, and departmental leadership on budgetary items. Conduct needs assessments to determine appropriate class specs and compliance requirements.
    Strong leadership skills and ability to manage a team.
    Oversee the design and maintenance of the County's compensation plan.
    Develop, maintain and generate reporting for County leadership to make decisions about staffing and compensation.

    This job is a civilian position in either a public safety department or in Information Technology with close ties to public safety.

    Due to the sensitive nature of this position, a public safety background is required to include motor vehicle & criminal histories, credit check, and fingerprinting.

    This job is eligible for a hybrid telework schedule after an initial probationary period and individual approval.
    Grade
    The grade for this position is 204. Salary will be dependent on education and experience.

    Effective 4/11/2023, this position is eligible for the Employee Referral Program.

    Minimum Qualifications
    Bachelor's degree in finance, business management, human resources, or another related field AND
    Eight years of progressively responsible experience in compensation administration, including two years of management experience;
    Experience in classification and compensation, job audits, and surveys.
    Demonstrated leadership, management, and strategic planning skills;
    Excellent communication and interpersonal skills;
    Strong project management, quantitative, and analytical skills;
    Knowledge of local, state, and federal laws, rules and regulations related to human resources;


    An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.

    Valid Driver's License in State of residency.
    Preferred Qualifications
    Graduate degree in business management, business administration, human resources, finance or another related field.
    Experience in compensation plan design and development.

    The County Administrator and County Attorney are appointed by the Board of Commissioners and serve at its pleasure.

    To implement the Board's policy directives, the County Administrator uses a management team consisting of members of his immediate staff and 14 department directors.

    The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation.

    Each department is run by a director who is charged with managing operations in a manner which stresses the County's values.


    In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials.

    These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
