    Candidates selected for this position will serve as an Assistant Treasurer (Investments) NF4 .Serves as the Assistant Treasurer, Business & Support Services Division (MR), Headquarters Marine Corps (HQMC).

    An integral member of the treasury team and responsible for performing activities relating to investments, cash management, disbursements, banking operations, merchant card processing services, pension and 401(k) portfolio performance and Federal Reserve operations.

    Assists the Treasurer with day-to-day management of Marine Corps Community Services (MCCS) treasury activities and serves as point of contact in the Treasurers absence.

    Provides input and solutions to strategic decisions and a variety of technical issues of varying scope and complexity, requiring frequent application of technical standards, principles, theories, concepts, and techniques.

    Serves as system administrator for treasury and banking related systems. Constructs procedures to document data sources, analysis methods, and protocols. May be called upon to provide input or participate in various projects including identifying and executing continuous improvement opportunities.

    Develops and maintains routine and ad-hoc reports pertaining to short- and long-term investments, debt, banking, and merchant card processing service fees.

    Responds to audit inquires.
    Develops and manages short- and long-term cash forecast to project MCCSs cash requirements. Determines cashflow variance analysis of monthly results to identify key drives of cash performance.

    Conducts daily borrowing and investment activities to ensure adequate liquidity while appropriately investing excess cash balances in accordance with the strategy approved the Investment Oversight Committee (IOC), MCCS Board of Directors (BOD), and applicable directives and procedures.

    Researches economic trends, regulatory issues, credit market updates and investment opportunities to provide recommendations on Treasury initiatives.

    Assists in the preparation of investment reports required by:

    Investment Oversight Committee (IOC)Marine Corps Community Services (MCCS) Board of Directors (BOD)Department of Defense (DOD)Monitors daily banking activity, performs bank reconciliations and administration of disbursement files.

    Conducts credit quality research on existing and prospective banks for investment or line of credit activity. Maintains investment files for banks and brokers, prepares confirmation letters and manages documentation.
    Reports investment performance for the NAF 401(k) and pension plans. Responsible for providing market research and analytical support for the 401(k) and pension plan fund selection. Monitors each plan's performance and assists in formulating future strategies. Interprets and analyzes proposed changes to retirement plans to ensure financial impact of changes support overall business objectives.
    Acts as point of contact for retirement plan actuaries and fund managers.

    Coordinates funds transfer operations to include the electronic setup of federal and state tax payments, wire transfers and ACH instructions for both Headquarters and field activities.

    May work a fluctuating work schedule to complete work assignments outside of the typical workweek and work hours. May travel to complete work assignments.
    Performs other duties as assigned.

    Qualifications BACHELORS DEGREE from an accredited college or university in business, accounting or finance AND THREE YEARS of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.

    Must have a strong understanding and insight into treasury operations, banking software and third-party financial management systems.

    Must have extensive knowledge of treasury services products, banking system, merchant card processing services, and third-party treasury systems and data transmissions.

    Knowledge of cash forecasting.
    Must have data management skills to include the ability to audit, format, model and analyze large data sets.
    Must be self-reliant and capable of working with a team, all levels of internal management and external business partners.
    Must have strong collaboration skills to partner effectively across various levels of the organization.
    Must have the ability to distill data into concise and easily understood concepts and recommendations.
    Ability to effectively handle pressures and demands of deadlines and competing priorities.
    Ability to handle confidential information and material with the highest degree of professional responsibility.
