- Under minimal supervision, maintain the plant with Technical and Environmental safety requirements.
- Conduct pre-job briefings to ensure personnel involved in the work activity are familiar with, at a minimum, work scope, hazards, hazard controls, precautions, limitations, required training, and response to emergencies.
- Acts as the senior management representative on site during off-hours and has the authority to mobilize necessary resources to affect repairs to Environmental systems/equipment.
- Conduct work package Operations acceptance and closeout.
- Perform work release and operations authorizations, ensuring facility configuration is maintained.
- Responsible for command and control of the response to abnormal and emergency situations.
- Has the authority to evaluate and classify abnormal events/situations up to the level of the General Emergency in accordance with approved DOE guidelines.
- Serve on the facility emergency response organization as a Building Emergency Director (BED) and as a Facility Operations Specialist (FOS).
- Perform work approvals for work documents to ensure all documentation and operational requirements are met.
- Oversee the execution of waste tank transfers.
- Has management authority to stop any work at 222-S that is not in compliance with safety, regulatory, DOE, and Navarro-ATL requirements.
- Act as the facility lock and tag controlling organization administrator and assist with lock and tag surveillances as required.
- Manage personnel issues for shift operations personnel and others during off-shift hours.
- Review daily reports with team; facilitate plan of day meetings. Conduct morning meeting briefs to communicate facility status, equipment status, instrumentation status, work in progress, changes in personnel, restricted access areas, alarm status, tank level status, occurrences, radiological hazardous conditions, and safety information such as Safety Flashes or Tailgates.
- Recommends policy changes and develops implantation plans, as necessary.
- May make formal presentations to management and teach classes.
- Provide support to SOMs on shift during vacation and training.
- Grade 18: BA/BS Degree in an Engineering or related field and 8 years of related experience, or equivalent combination of education and/or experience.
- Grade 19: BA/BS Degree in an Engineering or related field and 9 years of related experience, or equivalent combination of education and/or experience.
- Grade 20: BA/BS Degree in an Engineering or related field and 10 years of related experience, or equivalent combination of education and/or experience.
- Knowledge of Microsoft Office, Adobe Acrobat, EAM, and SPF Desktop experience highly desired.
- Nuclear experience preferred.
- SOM, BED, FWS, and COA qualifications preferred.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).
The Shift Operations Manager (SOM) provides management support functions necessary to maintain continuity of daily operations for the 222-S Laboratory. The SOM serves as the central point-of-contact for daily operational activities and maintains cognizance of safety, compliance, and facility operating conditions. The SOM is also responsible for the oversight of the Operations Department bargaining unit employees. In this role, the SOM provides leadership and supervisory duties of the Operations Chemical Technologists and Stationary Operator Engineers (SOEs).

Annual Salary Range (based on full-time 40 hours per week)
Grade 18: $104,175 - $131,425
Grade 19: $114,475 - $144,325
Grade 20: $126,025 - $158,875
The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.
In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate's education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
