    We're looking for you to join our team as a Staff Program Cost Control Analyst based out of Linthicum, MD
    This position is primarily on - site and offers the 9/80 schedule
    What You'll Get to Do The Staff Program Cost Control Analyst (PCA) will support the Advanced Communications Apertures Operating Unit within the Communications Solutions Business Unit of the Networked Information Solutions Division, reporting to the Advanced Communications OU Business Manager
    The PCA will interface with the program managers, functional management, cost account managers (CAMs) and business managers to provide financial support and analysis to meet program requirements
    The PCA will prepare program plans to ensure program requirements and statement of work are captured and scheduled and perform schedule risk assessments to identify and mitigate program cost and scheduling risks
    They will prepare budgets and schedules for contract work and assist in financial analyses such as funding profiles, sales outlook, cash forecasting, and variance analysis
    The PCA will monitor costs and schedules on contracts requiring validated cost schedule control system
    This will include performing Integrated Baselined Reviews (IBR) as well as Earned Value Management (EVM) tasks such as: Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis/ assessment and visibility reports, development, analysis of estimates to complete, and EVM Customer reporting
    The PCA will perform analysis and prepare reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines, including maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government
    The PCA will support internal and external audits and reviews as requested by programs, customers, and company management, support Annual Operating Plan, Resource Plan, and Long Range Strategic Plan activity, prepare financial inputs to internal and external reports and presentations (IPRS, Dashboards, BARs, Etc.), and provide business management proposal support to support new business pursuits
    The PCA will mentor less experienced team members on Business Management acumen and provide guidance on implementation and execution of Northrop Grumman policies and procedures to assure compliance to company and Business Management processes
    Overall, the PCA is responsible to provide guidance on policies and procedures, and participate in knowledge transfer and best practices sharing with peers in the role of Subject Matter Expert (SME)
    Basic Qualifications


    • Bachelor's degree with 15 years of related professional experience - OR - a Master's degree with 13 years of related professional experience
    • Will consider 19 years of applied experience in lieu of degree requirement.
    • Experience with Earned Value and performance measurement baseline concepts and ability to apply them to multiple contracts, CLINs and control accounts.
    • Experience with financial systems including cost performance reporting and analysis
    • Experience preparing and presenting complex financial analysis to management and external customers
    • Strong PC skills - specifically Excel proficiency (including pivot tables, Vlookup, and conditional formatting)
    • Ability to travel domestically 10% of the time.
    • US Citizenship is required
    • A current/active DoD Secret Clearance is required

    Preferred Qualifications:

    • Degree in Finance, Accounting, or Business Administration or related field
    • Experience with S4, COBRA, PM Compass, COGNOS,
    • Experience in DoD setting with understanding of government Cost Accounting Standards, FAR, & DFARs
    • EVM Level 1 EVMS Customer Reporting experience

    Salary Range:
    $130,100 - $195,100 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions
    Employees may be eligible for a discretionary bonus in addition to base pay
    Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results
    Employees in Vice President or Director positions may be eligible for Long Term Incentives
