    Primary Role

    The Budget Analyst provides budget support to the USAFA Research Center and Institute resource advisors.

    Responsibilities:

    Primary duties and responsibilities include, but are not limited to:

    • Monitoring, tracking, and reviewing research obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences between Commanders Resource Integration System (CRIS) reports and corresponding funding documents in preparation for the Office of Research biweekly meetings with cost centers.
    • Identifying and recommending corrective financial action as needed to the Government, and monitoring year-end closing and tri-annual reviews to recommend proper and full use of research funds. The candidate shall utilize common budgetary methods and techniques, apply basic statistical formulas, and contrast/compare current and historical research budget data as needed.
    • Attend the USAFA/FM led Resource Advisor training, as it occurs.
    • Provide assistance, as required, with preparation and delivery of the annual NSF HERD Survey as it relates to USAFA research funds. The NSF HERD Survey is the primary source of information on research and development expenditures at higher education institutions in the United States and outlying areas.

    Qualifications:

    Minimum Requirements and Preferred Qualifications:

    • BS/BA degree in finance or related field.
    • Minimum 3 years of experience.
    • Experience working with DoD budget and finance environment.
    • Experience with USAFA FM Processes and systems:
      • DEAMS
      • FM Suite
      • DTIMS
      • CRIS
      • Advana
    • Experience with automated data processing software programs and capabilities used to accomplish budget and funding tasks
    • Knowledge of commonly used Government budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget to support the mission, structure, goals, work processes, and programs of support activities and organizations.

    Desired experience

    • Experience working in military environment with knowledge of rank, protocol and culture; the ability to work in the high operations tempo of a quasi-university environment founded on military standards; the familiarity with using DoD, USAF and USAFA instructions and guidelines for conduct of work; and be proficient in Microsoft Office and Adobe applications is highly desired.
    • Experience with Government reimbursable funding processes; the ability to identify, assemble, and analyze sources of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data; the ability to prepare forms, schedules, and reports related to the obligation and expenditures of funds; and the ability to make oral presentations on the research budget, and conduct research budget-related training to a variety of audiences.
