AvMC is the Army's focal point for providing research, development and engineering technology and services for aviation and missile platforms across the life cycle.
AvMC's mission is to "deliver collaborative and innovative aviation and missile capabilities for responsive and cost-effective research, development, and life cycle engineering solutions" to equip the Warfighter with the best technology today and tomorrow.
ResponsibilitiesThe Program Control Business Analyst will support the AvMC CIO/G6 organization in delivering Enterprise Information Technology Support Services to AvMC Directorates and customers as follows:
Support the analysis and reporting of program objectives, costs, risks, constraints, schedules, and requirements in the performance of a full life cycle methodology for AvMC CIO projects and the Office of the CIO/G6.
Deliver and track responses to deliverables/day to day
Collect, compile, and report on key performance indicators and operational metrics to inform management decisions.
Develop, monitor and track staffing level metrics and CDRLs
Report status of resource planning/allocation, skills management, workforce direction and management of contractor personnel
Support and participate in the Government's development of the CIO/G6 Strategic Plan/ provide services to assist in the implementation and management of strategic initiatives identified in the plan
Participate in process assessments, process improvement planning, process documentation, organizational metrics collection, metrics analysis, and metrics reporting to support strategic planning and strategic initiatives
Support the effective alignment of IT requirements and resources with strategic plans and initiatives that support AvMC activities
Assist in planning and execution of strategic communications for AvMC CIO/G6/ support efforts to ensure strategic communications are unified in message, singular in format, staffed as necessary, appropriately accepted by leadership, and effectively deployed to the organization and external stakeholders
Support development and maintenance of an organizational structure, management/reporting hierarchy, and functional decomposition of all employees/maintain the organizational chart, updating it as changes occur in personnel or in the reporting chain
Support development and delivery of Technical Directive Management Plans (TDMPs) to support the issuance of Technical Directives TDs/provide services required for the tracking and management of TDs issued in connection with this effort
Inform the Government of any risks, issues, or opportunities associated with ongoing and anticipated TDs in order to ensure a coordinated effort for managing TDs
Requirements
Bachelor's degree in a related field
Eight (8) years of prior experience in a similar role
Effective leadership skills
Strong communication and organizational skills
Active Security clearance required
