    Associate Contract Specialist

    Description:

    The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and provide opportunities for New Yorkers and communities to flourish.

    We are seeking an Associate Contract Specialist to support our Director. The ideal candidate will serve as a key liaison to the IT unit, obtain knowledge of business rules and process flows of operational information systems, and conduct evaluation, monitoring, and data analysis related to DYCD initiatives.

    • Develop and construct evaluation instruments by analyzing program objectives, researching alternative evaluation formats, and pretesting designs and revisions where possible.
    • Conduct field work in all five boroughs to ensure vendor compliance with contract requirements and program performance standards.
    • Provide technical support for staff and community-based organizations, coordinate trainings, and deliver technical assistance to underperforming contractors.

    Responsibilities:

    This position requires proficiency in web-based program management systems, contract performance reports, agency audits, and fiscal documents. The successful candidate will also represent the work unit at meetings, collaborate across all DYCD programs, and perform site visits using EMS and PTS tools.

    Requirements:

    To be considered for this position, candidates must have a baccalaureate degree from an accredited college and two years of full-time professional experience in one or more of the following fields: program evaluation, contract negotiations/management, fiscal/financial management, or project management.
