Position Summary

Under the supervision of the Engineering Director, this position plans and oversees all administrative support and office services. Duties include accounting, procurement functions, system analysis, budgeting, administrative support, mail, and other related functions. Assists in implementing and enforcing office policies and procedures. Perform tasks which require advanced skills in organization and planning.

Essential Functions

  • Produces, maintains and organizes historical records.
  • Researches and generates various correspondence, memos and documents for routing and execution.
  • Ensures timely processing of payroll.
  • Prepares the annual department budget.
  • Tracks hours of continuing education.
  • Responsible for invoice payments and, after review, coordinates discrepancies with vendors and request additional documents if needed.
  • Prepare document packages for grant related projects for review.
  • Conduct analysis of the Department's overall expenditures.
  • Oversees Department's purchasing function to include creating purchase order requisitions and change orders and maintaining all P-Card purchases for the Department.
  • Manages and coordinates Department's monthly reporting, calendars and conference room.
  • Office inventory monitoring and purchasing.
  • Assists in preparation and monitoring of agenda items.
  • Performs related duties as required.
  • During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.

Minimum Qualifications

  • Must possess high school diploma or equivalent.
  • 4 years' experience in responsible administrative and accounting work.
  • Must possess a valid State of Florida Driver's License.

Knowledge, Skills and Abilities

  • Must have the ability to work independently on complex and confidential tasks.
  • Knowledge of government accounting as it relates to budgeting/cost accounting.
  • Knowledge of applicable laws and regulations, processes governing accounting systems.
  • Ability to present statistical data in oral and/or written form.
  • Knowledge of principles of public and business administration and their application to government administration.
  • Advanced computer skills and ability to learn new software/systems.
  • Proficiency in Microsoft Suite and Adobe.

Physical Requirements

Physical Demand: Sedentary

  • 10 lbs. Maximum lifting.
  • Occasional lifting, carrying, pushing and pulling.
  • Some occasional walking or standing may be required.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eyesight for production or safety of self and others.
