    The Subcontracts Manager is responsible for administering the pre-qualification and solicitation of bids for subcontractors on behalf of Primoris Renewable Energy.

    With feedback from Construction, this role will negotiate contracts and monitor vendor performance.


    PRIMARY RESPONSIBILITIES:

    • Develops a comprehensive list of qualified subcontractors in regions that Primoris is building or intends to build projects.
    • Prepare RFPs to qualified Subcontractors, receive their proposals, and prepare analysis to present to project team.
    • Create, document and issue Subcontract Agreements, Change Orders and other related contracts
    management documents.


    • Must have basic understanding of prime contracts to ensure appropriate flow downs are captured in subcontract document
    • Must ensure submittal of subcontractor required pre-mobilization documents such as COI, safety plan etc. prior to contractor mobilization to site
    • Compare subcontractor proposals, financial reports, and other data to determine reasonableness of prices; reviews and interprets contract provisions to achieve cost efficiencies and reductions where feasible.
    • Assesses contractor service value and product/service reliability relative to cost; plans, organizes,
    and coordinates acquisition alternatives, as appropriate.


    • Support project manager and project execution team with input and information from proposal phase to help
    resolve conflict, under-performance or scope gap issues/disagreements as required


    • May assist and/or provide input into the formulation, development, and/or revision of operating
    policies, procedures, and strategies for the organization, as appropriate.


    • Create and develop tools to optimize workflow and other subcontract processes.
    • Coordinate with Estimating and Construction departments to ensure all RFP responses have scope
    and schedule responses that meet project requirements.


    • Ensures Project manager or designee has final review of subcontract prior to execution
    • Performs miscellaneous job-related duties as assigned.

    MINIMUM QUALIFICATIONS

    • Strong interpersonal and communication skills and the ability to work effectively with a wide range
    of constituencies in a diverse community.


    • Ability to independently assess, define and solve issues.
    • Knowledge of contract documents and specifications.
    • Advanced knowledge of procurement rules and regulations.
    • Ability to lead discussion and influence others.
    • Ability to benchmark suppliers, evaluate proposals and present findings to management.
    • Advanced organization skills.
    • Skilled in the negotiation and establishment of contractual arrangements for goods and services.
    • Knowledge of contractor compliance issues and procedures, as applicable to a public institution.
    KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED


    • BS degree in business administration or equivalent experience.
    • Excellent communication and leadership skills
    • Preference given for experience in Solar, Renewable Energy or Power Generation.
    • 4+ years of experience in Procurement, Contracts or related field
    • Experience in Microsoft (Word, Excel, etc.) is required.
    • Experience and skill with ERP. Viewpoint preferred.
    • Proficient in development and adherence to procurement procedures and plans.
    • 3+ years of experience negotiating contracts.
    • Multi-task and provide support to multiple internal clients daily.
    • Ability to travel as needed (approximately 5-10%)
    Target salary - 128K-145K
