    Summary



    This INFORMATION TECHNOLOGY SPECIALIST (APPSW/INET) is located in an information management organization and is part of the CA JFHQ J6.



    Duties


    THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

    The primary purpose of the INFORMATION TECHNOLOGY SPECIALIST (APPSW/INET), GS , is to is to engineer (plan, design, develop, test, implement, support and maintain) applications and serve as the technical expert for application development.

    • Designs, develops, implements, monitors, and maintains stand-alone and web-based applications using software engineering techniques. Assures software and systems quality and functionality. Works with customers to test applications and ensure desired functionality is attained.
    • Analyzes National Guard Bureau (NGB), agency and locally developed standard/stovepipe systems to determine needed additions. Determines overall technical design and structure of websites and web-based applications. Determines specifications, equipment and facilities necessary to develop, modify, and implement needed applications.
    • Creates new guidelines and recommends Engineering Change Proposal - Software (ECP-S) through proponent agencies. Writes and maintains application documentation for internal code. Writes and maintains documentation to include user manuals, help files, and installation guides.
    • Anticipates problems, researches trends in system needs, and determines when new or additional hardware/software is required. Works with customers to test applications and ensure desired functionality is attained. Performs application maintenance.

    The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.
