    This is primarily an acquisition support role that requires planning, implementation, and oversight of ARPA-H acquisition strategies to accelerate better health outcomes for everyone by supporting the development of high-impact solutions to society's most challenging health problems
    The Acquisition Subject Matter Expert (SME) advises the ARPA-H client and project teams on assigned aspects of acquisition planning and execution
    The ideal candidate will have a diverse skillset, with expertise in areas including acquisition life-cycle support and related project management

    Responsibilities include:

    • Provides comprehensive acquisition expertise and hands on support preparation and processing of acquisition documents including actions such as Other Transaction Authority (OTAs) and Broad Agency Announcements (BAAs) primarily for research efforts.
    • Advises ARPA-H on acquisition planning and execution as assigned.
    • Supports assigned acquisition efforts including analyses of capabilities, support of proposal cost reasonableness and realism determinations, general proposal reviews and related analytical work.
    • Documents acquisition best practices and lessons learned, and makes recommendations to adapt, apply, and embed those practices to the ARPA-H environment
    Conducts close-out activities at the end of the period of performance.


    • Assists in tracking acquisition project-essential data.
    • Maintains awareness of, and performs analyses of, evolving acquisition policy type matters such as best practices, acquisition reform efforts, updates to acquisition and procurement policy, regulations, and legislative changes.
    • Provides expertise and advice regarding acquisition policies and approaches.
    • Proactively identifies acquisition risk areas highlighting impact to mission and proactively developing solutions.
    • Captures meeting minutes and lessons learned and incorporates solutions to action items and acquisition process improvement methodologies.
    • Managing and respond to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership.

    Providing Noblis-internal leadership, including:

    • * Possible line management responsibilities.
    • Providing professional development and mentorship for teammates.
    • Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis' BD team
    Work is on-site with the possibility to telework 1-2 days per week

    Required Qualifications Required minimum skills and knowledge:

    • US citizenship and able to obtain a Public Trust Clearance.
    • Demonstrated experience managing and processing Federal acquisition actions primarily related to Other Transaction Authorities (OTAs) and Broad Agency Announcements (BAAs) along with traditional contracting actions.
    • Demonstrated experience with acquisition support relative to Federal research and development projects and programs.
    • Demonstrated skill in supporting acquisitions requiring unconventional or novel approaches and sophisticated research techniques.
    • Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving unprecedented problems.
    • Excellent communication, collaboration, and presentation skills
    Proven results-oriented problem-solving abilities
    Demonstrate experience with MS Office products such as Word, Excel, PowerPoint, and Project.


    • Experience providing guidance, feedback, and consulting services to federal program managers.
    • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments
    Mid-Level


    • Experience with processing and supporting OTAs
    Knowledge Federal Acquisition Regulations.


    • Ability to work collaboratively and independently in a dynamic, start-up organization.
    • Strong attention to detail, communication, critical thinking, and problem-solving skills.
    • 3+ years of relevant experience.
    • Bachelor's Degree.

    Compensation:
    $61,600 to $102,450 Senior-Level


    • Senior-level technical experience managing with OTAs, BAAS, knowledge of Federal Acquisition Regulations and acquisition life cycle.
    • Strong attention to detail, communication, critical thinking, and problem-solving skills.
    • 7+ years of relevant experience
    • Bachelor's Degree or higher in biology, virology, microbiology, immunology, chemistry, biochemistry, epidemiology, public health, data science, computer science, engineering, genetics, healthcare administration, or a related field

    Compensation:
    $99,500 to $173,400 Desired Qualifications


    • Experience with having successfully demonstrated the ability to independently conduct the appropriate analysis to offer recommendations, solution, and alternatives to resolve acquisition issues, concerns, problems, or methods in areas related to ARPA program offices.
    • Experience in establishing strong working relationships with R&D program managers as well as organization leadership; tracking task order efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues related to a support services contract is required

    Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws
    The projected compensation range for this position is provided within the posting and are based on full time status
    Part time staff receive a prorated salary based on regularly scheduled hours
    The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees
