    Position Objective:
    The Internal Revenue Service (IRS) Human Capital Office (HCO) is dedicated to making the IRS an employer of choice and a leader in human capital planning and management
    HCO exercises oversight of the IRS Personnel Security Program and provides agency requirements and guidance
    HCO Talent Acquisition Division provides human capital strategies and tools for recruiting, hiring, developing, retaining, and transitioning a highly skilled and high-performing workforce to support the IRS
    The Talent Acquisition Division - Personnel Security (PS) Office determines whether IRS employees, contractors, and consultants are suitable for IRS positions, as well as ensuring that these individuals are of the highest integrity, reliability, character, and are of complete and unswerving loyalty to the United States
    PS make these decisions by comparing both self-disclosed personal history information, and information developed through a background investigation tailored to the risk level of the position
    PS is also responsible for administering the National Security Program for the IRS
    This includes making determinations to grant, deny, or revoke National Security clearances to employees or contractors who require access to classified information
    The employee shall support tasks that include services to support strategic and operational human capital solutions which enhance the current Security Program, and to ensure that IRS employees and contractors meet federal security and suitability standards as outlined herein

    Duties and Responsibilities:
    The employee shall perform federal background investigation support services including, but not limited to the following:


    • Recommend to PS Management whether prior investigation from another agency can be accepted via reciprocity in lieu of initiating a new investigation
    May provide support for a variety of background investigation case types depending on the current needs of Personnel Security management including:


    • Contractor Investigations/Reinvestigations
    • Lockbox Contractor Investigations/Reinvestigations
    • Employee Investigations/Reinvestigations
    • Conduct Reciprocity Checks
    • Review Fingerprint Results
    • Review Form OF306-Declaration for Federal Employment, for completion and accuracy
    • Review Tax Check Results for compliance/noncompliance
    • Review ALERTS checks
    • Use Electronic Questionnaires for Investigations Processing system, Automated Background Investigation System, and Microsoft Outlook to invite subject to complete their investigation questionnaire in the Electronic Questionnaires for Investigations Processing system
    • Review completed security questionnaires in Electronic Questionnaires for Investigations Processing system for completeness, errors, and omissions
    • Perform quality review of all case documentation
    • Scan and/or attach case documents to various systems
    • Interface with subject of investigation to assist with access issues or questions about the questionnaire
    • Work with IRS PS federal employees and contractors on case prep issues
    • Perform database research as needed
    • Conduct telephonic and electronic contact with HCO PS employees, Defense Counterintelligence and Security Agency, U.S
    Office of Personnel Management, and other designated points of contact as required to perform task


    • Resolve deficiencies identified while processing case
    • Provide staff support to the PS e-QIP Help Desk/Call Assistance Line
    • Properly update and correct investigative data in information systems and databases including the Automated Background Investigation System (ABIS)
    • Refer U.S
    Office of Personnel Management background reinvestigation case notifications to the appropriate IRS employee within HCO PS


    • Respond to subject and telephone or written inquiries on routine matters, pending case questions, and status requests
    • Expedite background reinvestigations upon written notice once authorized by IRS HCO PS personnel
    • Complete special projects
    • Evaluate suitability applications and completed background investigations to elicit pertinent information and material facts to make a preliminary adjudicative decision, subject to Personnel Security Specialist's (Adjudicator) review on whether to hire, approve or deny access

    Derogatory information refers to any information provided either by applicant, employee, contractor or by any other means that could be disqualifying.


    • Perform suitability prescreening and review numerous required documents with minimal errors.
    • Perform end to end adjudication as required excluding inherently governmental functions.
    • Review completed background investigations as required; compare and cross-check information.
    • Maintain personnel security records, verify data, and perform security checks utilizing specified government systems, and Electronic Questionnaires of Investigations Processing (eQIP), USAccess, Fingerprint Results, OF-306 and other as provided.
    • Analyzing investigation reports conducted by other security entities to support IRS determinations; screening, evaluation, and adjudication of background investigations, performing other duties as required to assist with resolving security concerns; and
    • Prepare written analysis and propose recommendations to resolve complex issues; identify high priority cases/issues for review as required

    Basic Qualifications:

    • HS Diploma or equivalent.
    • Current Top Secret/T5 Clearance Required
    Must be reciprocity eligible at time of RAC submission

    Reciprocity is recognition and acceptance of prior background investigations and favorable fitness determinations conducted by another federal agency, without further processing when the determination was based on equivalent criteria used by gaining agency, i.e., investigation meets or exceeds required position risk/sensitivity level, investigation completed within the last five years.


    • Demonstrate solid understanding of and perform duties in accordance with 5 CFR 731
