- Manages, trains and develops personnel to effectively and efficiently carry out the functions of the unit. The functions include procurement activity (rolling stock, technology contracts, inventory and non-inventory materials, and contracts for technical and professional services) for the User departments; negotiations of change order/AWO prices; cost/price analyses performed in support of the procurement activity, as well as the administration and promulgation of procurement policy and procedures
- Responsible for ensuring post-award support (for change orders/AWOs and contract interpretation) for the user departments in their management of contracts. Oversees negotiation of change order/AWO prices. Responsible for ensuring that staff a.) maximize, where possible, opportunities for full and open competition, b.) liaise with vendors and c.) broker contact between the vendor community and the user departments.
- In conjunction with user departments, this role provides proactive administration of acquisition strategies to ensure appropriate service levels for department operations, system maintenance and overall MTA safety. This is mostly achieved through partnering and dialogue with senior staff in those departments to ensure that agreed upon acquisition strategies support the user departments goals as well as those of the MTA at large.
- Reviews, recommends and develops policy and procedural changes and alternate strategies regarding the procurement function based upon operational performance analysis to increase efficiency and effectiveness of available personnel.
- Develops, implements and administers procurement policy and procedures within the framework of applicable FTA, state, city and MTA regulations, statutes and sound business practices; revision of procurement methods and procedures to incorporate changes based on regulatory and statutory changes: ensure implementation of those revised procurement methods and procedures by staff into the procurement process.
- Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

- Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
- Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
- Demonstrated analytical capabilities and quantitative skills.
- Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
- Knowledge of public sector procurement management process; public accounting; advanced knowledge of contracting techniques, negotiation strategies and project management skills.
- Bachelors degree in Business, Law, Public Administration or a satisfactory equivalent
- Minimum 12 years of related experience
- Minimum 5 years in a managerial/supervisory position
- Masters degree in a related field.
- Familiarity with the MTAs policies and procedures.
- Familiarity with the MTAs collective bargaining procedures.
