Summary
Manages or performs work associated with all aspects of IT related activities, services, technology, and products (IT resources) that the Risk & Resiliency Business Unit owns and utilizes to ensure that IT resources sustain and extend Business Unit and stakeholder strategies and objectives.
This includes serving as product owner for selected IT resources, providing direction to and managing direct reports and business stakeholders, coordinating IT resource upgrades and maintenance, developing and facilitating stakeholder training, enforcing system and program processes and controls, ensuring adherence with NYPA IT Business Unit governance framework and processes, and serving as a business stakeholder liaison to Information Technology and Executive Management.
A significant component of this position is serving as Product Owner for NYPA's EGRC (Archer) deployment. Archer experience is strongly preferred but not a prerequisite.Oversees and guides the Archer team and business stakeholders to provide day-to-day operational support including responding to Archer incidents, coordinating troubleshooting, and directing corrective action.
Analyzes business problems and proposes technology solutions through core business and functional analysis and understanding of system design. Deconflicts business stakeholder and IT requests and priorities to reach successful outcomes. Utilizes strong knowledge of information systems analysis, design, development, and testing activities to guide stakeholders.Oversees all Archer design and implementation activities to ensure alignment with required controls and program philosophies, and to prevent adverse impacts to other processes and stakeholders.

Direct and oversee the development and maintenance of the functional technology roadmap, strategy, plans, goals, budgets, and metrics
Direct and oversee the execution of all technology related activities and processes, including recurring program management activities. (i.e., contracts, invoicing, third-party management)
Ensure system Product Owner business requirements, processes, and controls are socialized, enforced, and maintained across all stakeholders
Provide system design and configuration guidance to stakeholders for and related module(s), which includes developing the conceptual design for solutions, making changes to system rules, formulas, algorithms, and attributes; preparing and maintaining test scripts, transferring changes to quality assurance environment and testing changes to ensure accuracy
Oversee and guide the team providing day-to-day operational support including responding to incidents, troubleshooting, and executing corrective action. Deconflict stakeholder requests and priorities to reach successful outcomes.
Acts as a liaison to the IT development group and business units for the development and implementation of new systems and enhancements of existing systems, with presentations to senior leadership
Oversee the overall performance, training and development of the team. Engage in regular discussions around functional specific developments, leading practices, and news.
Knowledge, Skills and Abilities
Ability to analyze, diagnose, recommend, and implement best practice solutions that resolve business processes and system functionality. Comprehensive knowledge and hands-on expertise with the system solution.
Strong knowledge of information systems analysis, design, development, and testing activities
Demonstrated ability to recognize, analyze, and resolve problem situations as effectively as possible
Excellent verbal and written communication skills with senior level executives
Strong analytical ability requiring a high degree of attention to detail
Strong collaboration mindset with an ability to cultivate productive relationships with direct reports, stakeholders, peers, and teams. Demonstrated ability to work across organizational boundaries and influence others.
Change management skills and experience
Self-starter with the ability to work with a great degree of autonomy
Education, Experience and Certifications
Bachelor's Degree in Computer Information Systems, Systems Engineering or related business discipline required
Minimum 7 years of experience administering and working within the business system environment
Experience designing, developing, testing, and deploying technology solutions
Minimum 3 years of experience leading a team and managing stakeholder groups

The target salary range for this position is:
$149,170-$223,750. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
