    Project Engineer Job Description

    The Project Engineer is a crucial role responsible for overseeing all engineering and technical aspects of projects. This includes scheduling, planning, forecasting, resource allocation, and managing technical activities to ensure project accuracy and quality from conception to completion.

    Your Key Responsibilities:

    • Manage and execute projects through various phases, including budget development, construction, commissioning, and completion, within specified timelines, budgets, and regulatory requirements.
    • Perform project development, including scope definition, cost estimation, and scheduling. Familiarity with the FEL (Front End Loading) process for project identification and option selection.
    • Develop material/construction bid packages for soliciting bids and eventual project execution, including drawings, specifications, work scopes, and schedules.
    • Apply economic evaluations to optimize project output, such as cost savings, profit improvements, and operational efficiencies.
    • Ensure project compliance with Stage Gate Project Management (VPM) requirements, regulatory and statutory standards.
    • Provide onsite construction management through all phases, coordinating with Operations to develop operations, maintenance, and start-up procedures.
    • Offer a project engineering service between Consultant, contractor, and Owner internal stakeholders throughout all projects within your scope.
    • Proactively manage RFI processes and site document control procedures.
    • Prepare or liaise with Contractor Project Control on cost estimates, expenditures forecasts, and schedules in terms of forecast/planning and actuals.
    • Support the Project Manager in developing KPI control frameworks, risk registers for scheduling and costs, periodic reporting, and monitoring follow-ups.
    • Report any deviations from approved scope of work, known operational changes, and other deviations from the evaluation of business cases, investment proposals, operational costs, revenues, scope of the project, and cost estimates to the Project Manager.
    • Review and make professional judgments on designs based on Vopak Standards.
    • Assist with project procurement and material handling.
    • Lead external multi-disciplinary teams and serve as a technical leader.
    • Provide technical guidance to operating personnel.
    • Lead project incident investigations.
    • Communicate project progress and results in a concise and understandable manner.
    • Support the Department's safety, health, and environmental policies.
    • Monitor compliance to applicable codes, practices, QA/QC policies, performance standards, and specifications.
    • Interact daily with clients to interpret their needs and requirements and represent them in the field.
    • Prepare periodic reports on costs, schedule, progress, and quality for the Project Manager.
    • Maintain timely and effective change management, processes, procedures, and systems.
    • Support the Project Manager in reviewing Management of Change (MOC) processes.
    • Demonstrate excellent stakeholder management skills.

    Work Environment and Physical Demands:

    This position requires an employee to work in an office environment as well as exposed to outside elements, including heat, cold, chemicals, fumes, and smells. The employee may need to enter confined spaces and work in elevated environments, wearing Personal Protective Equipment (PPE) required by the location. General office noise may be experienced, and louder sounds and vibrations when outside.

    The physical demands of this job include walking, sitting, speaking, and hearing regularly. The employee may be required to stand, use hands to finger, handle, or feel; reach with hands and arms; climb or balance, stoop, kneel, or crouch occasionally. Lifting and/or moving up to fifty (50) pounds may also be required. Specific vision abilities required for this job include close vision, peripheral vision, depth perception, and ability to adjust focus. Occasional travel by air, rail, bus, or car may be necessary.
