    Duties and responsibilities

    · Serves as professional advisor and liaison to the Tribal Council.

    · Recommends appropriate polices for consideration.

    · Carries out the assigned motions and directives from the Tribal Council.

    · Communicates to Tribal Council in a timely, transparent and accurate manner regarding Tribal operations programs.

    · Works in collaboration with Tribal Council in identifying and reporting key performance indicators.

    · Presents appropriate recommendations and/or solutions to the Tribal Council on risks, problems and concerns of the Tribe in an appropriate time frame.

    · Works in collaboration with Tribal Operations Director to assure the work environment is conducive to recruitment, training and retention of qualified candidates.

    · Works in collaboration with Tribal Operations Director to ensure effective team building, work culture and staff morale.

    · Develops relationships ensuring all pertinent and available funding opportunities are explored in accordance with the Tribe's expressed purpose and strategic plan.

    · Protects the Tribe and its employees from legal or regulatory threats and constraints.

    · Communicates and maintains awareness of trends affecting Alaska Native/American Indian issues that impact the Tribe.

    · Collaborates with Tribal Council and Salamatof Native Association (SNA) to identify economic development opportunities.

    · Collaborates with Tribal Council and Tribal Relations Director to identify and maintain local, regional and global partnerships.

    · Participate in Salamatof Tribe community and cultural events.

    · Ensures compliance with Tribal, federal, state, and local employment laws and regulations, and Tribal policies.

    · Works in collaboration with the Tribe's programs and resources to develop budgets for Tribal Council's consideration and approval.

    · Oversight of all financial operations of the Tribe in cooperation with the Tribal Council Treasurer.

    · Recommends and provides information on proposed new programs for the Tribal Council's consideration and approval.

    · Conveys the function of the Tribe to the community through direct involvement and through public relations, including personal contact, literature and the media as directed by the Tribal Council.

    · Builds and maintains a working relationship with Federal and State agencies as well as tribal and other native organizations.

    · Represents the Tribe as directed by Tribal Council.

    · Consults with Tribal Council regarding substantive matters including, but not limited to, organizational charts, fiscal and legal decisions.

    · Updates and advises the Tribal Council Chair and Vice Chair on at least a weekly basis or as needed.

    · Works collaboratively with the Tribal Council Chair and Vice Chair in development of agendas for Tribal Council meetings in a timely manner.

    · Organize Council Meetings, including but not limited to, meeting minutes, reports, agenda, council stipends and sign in sheets.

    · Develops and recommends to the Tribal Council specific, written, long and short-range plans for the development of Tribal operations programs and services.

    · Develops and implements the annual strategic plan in collaboration with Tribal Council and Directors through work sessions.

    · Maintains appropriate and transparent relations with the Tribal Council and Boards, Commissions and Committees in a collaborative manner.

    · Works in conjunction with Tribal Council for Tribal Council Member orientation.

    · Deliver speeches, write articles, or present information at meetings or conventions to promote services, exchange ideas, or accomplish objectives.

    · Prepare or present reports concerning activities, expenses, budgets, government statutes or rulings, or other items affecting businesses or program services.

    · Interpret and explain Tribe policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.

    · Perform other duties as needed.

    Qualifications

    · Strong understanding and sensitivity to Salamatof Tribal culture and lifestyle, ability to effectively work with Alaska Native population.

    · Strong written, verbal, and interpersonal skills.

    · Effective oral and written communication skills.

    · Attention to detail to ensure tasks are completed thoroughly and correctly.

    · Flexibility to adjust to new strategies, procedures, and tasks as the organization evolves.

    · Collaborative problem solving by seeking input and ideas from others.

    · Reliability and discretion with sensitive information.

    · Team player qualities.

    · Be able to converse respectfully with elders and Tribal members.

    · Ability to keep accurate records and produce timely and accurate verbal and written reports in an organized manner

    · Ability to establish and maintain cooperative working relationships, including contacts from other agencies

    · Ability to work with others as well as independently

    Education, Experience, and Licensing Requirements

    · Seven (7) years of supervisory and management experience.

    · Non-Degree equivalency is five (5) years managerial experience directing a budget of more than $1M.

    · Three (3) years of experience supervising more than 3 staff positions.

    · Experienced in organizational development and strategic planning.

    · Experience with self-governance, or Alaska Native Organizations self-determination and social welfare programs.

    · Experience working with Tribal Council and/or Boards, key administrators and managers reviewing and establishing goals, coordinating functions and operations.

    · Experience working with public agencies, civic leaders, businesses, community organizations and public officials.

    · Experience with grants, contracts, grant reporting and grants management.

    · Bachelor's Degree in Business Management, Public Administration or a combination of education and experience in a related field may be substituted for a degree.

    · Knowledge of administrative and clerical procedures and systems such as word processing, e-mail, spreadsheets, and managing files and records and other office procedures at a proficient level.

    · Have a reliable way to get to work.

    Working conditions

    Work is performed primarily in a standard office environment with extensive public contact and frequent interruptions.

    Physical requirements

    Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight 50 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations using various modes of private and commercial transportation; and to verbally communicate to exchange information.
