    Description
    *MUST POSSESS AND MAINTAIN LICENSE AS PROFESSIONAL ENGINEER*
    The purpose of this position is to plan, organize, and direct engineering operations; design and analyze infrastructure and related construction projects; to resolve engineering problems; manage construction projects; and to supervise assigned staff and contractors as required.
    Examples of Duties
    • Develop engineering calculations, documentation, and technical reports; Conduct research to assess the feasibility of new construction projects.
    • Ensuring compliance with local, state, and federal requirements for engineering and design of construction projects; Manage project timelines and budgets; Supervise and mentor other engineers on staff.
    • Use specialized software to simulate construction plan sheets and design; Conduct plan reviews to identify errors and omissions for quality control and minimizing change orders.
    • Implement sustainable and environmentally friendly solutions for construction projects; Communicate analyses and project solutions to staff engineers, inspectors, right of way coordinators, and construction project coordinators.
    • Leads and coordinates daily work of staff engineers; organizes tasks in order to complete assigned work; monitors status of work in progress and inspects completed work; confers with co-workers, assists with complex/problem situations, and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and proper use of equipment; and assists with supervision of co-workers by reporting employee problems and providing input on disciplinary action and employee performance evaluations.
    • Conducts and/or reviews modeling, planning, and engineering studies in support of project analysis and design according to area assignment, such as roadways and transportation systems, stormwater systems, or other areas as assigned; provides technical support during construction; prepares reports detailing the quantitative analysis performed and concluding recommendations; and reviews and verifies engineering calculations and analysis submitted by consultant engineers or internal engineering technicians.
    • Manages and supervises infrastructure improvement design and construction projects and programs specific to specialty area through both in-house and professional engineering consultant firms; conducts assessments to determine space, infrastructure, facility, and other project requirements; participates in the development of lists of potential infrastructure improvement projects to be included in the capital investment plan for the program or division; and calculates cost estimates and identifies resources needed for projects.
    • Manages design, development, construction, and/or implementation of complex, multi-year, county-wide projects and programs;?establishes projects schedules; reviews reports and designs from consultants; conducts overall project evaluation; coordinates and reviews the work of contracted architects, engineers, city staff, and other project service providers; works with contractors to make design modifications necessary to conform with regulatory and project requirements; and approves the designs as appropriate.
    • Completes review of civil engineering aspects of all site development plans to ensure compliance with applicable laws, ordinances, regulations, and standards; evaluates and assess the impact of the proposed project with regards to traffic and transportation, drainage and stormwater runoff, hydrology and hydraulics, flood protection, grading and erosion control, zoning and land use appropriateness, and related issues; approves plans and issues permits or initiates any actions necessary to correct deviations or violations; and works with developers/engineers to modify plans for conformity.
    • Serves as a subject matter expert; handles multiple complex projects and provides direction and oversight to engineers and/or engineering technicians assigned to a project.
    • Collects and compiles details from engineering, transportation, utilities, and maintenance divisions for both current and future projects; researches and analyzes projects for feasibility, priority, and timing; maintains comprehensive documentation regarding research and design activities; and may present findings to County Administration.
    • Participates in evaluating bids and proposals; provides technical assistance and guidance during bid phase of project design; assists with evaluation of proposals; makes recommendations for awarding contracts; and guides project management staff and consultants to control costs, manage risk, avoid claims, and resolve disputes.
    • Ensures compliance with plans and specifications and all applicable local, state, and federal regulatory standards; conducts field visits to observe construction; determines the validity of change orders; addresses conflicts between consultants, contractors, and inspectors; and issues non-compliance and project acceptance letters.
    • Performs special assignments as requested; conducts specific research; prepares special reports and projects; coordinates compliance programs; administers state and federal grants; and presents technical data.
    • Processes a variety of documentation associated with department/division operations, within designated timeframes, and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
    • Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, mapping, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
    • Communicates with supervisor, other County employees, architects, property owner, contractors, project manager, other governmental agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
    • Performs other related duties as assigned.
    Minimum Qualifications
    Education and Experience:
    Requires a master's degree in engineering, Civil Engineering, or related field; and seven (7) years of related experience in Civil Engineering.
    Licenses or Certifications:
    Must possess and maintain a valid Georgia driver's license. Must possess and maintain Professional Engineer's license. Local Administered Project (LAP) Certification preferred.

    • Extensive knowledge and familiarity with the process of right of way acquisition and utility coordination for the progression of construction projects.

    • Familiarity with the latest technological advancements in the engineering field.
    • Ability to work flexible hours, including evening meetings.

    • Ability to use computers for data entry, word processing, and accounting purposes.

    PHYSICAL DEMANDS
    The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity.
    WORK ENVIRONMENT
    Work is performed in a relatively safe, and secure work environment. Essential functions are regularly performed without exposure to adverse environmental conditions; fieldwork may expose the incumbent to a variety of hazards related to construction sites.

    Annual Leave
    Annual Leave (vacation) is earned as follows:
    • 0 months - 4 years: 12 days per year
    • 5 years - 9 years: 15 days per year
    • 10 years - 14 years: 20 days per year
    • 15 years - 9 years: 25 days per year
    • 20 years and over: 30 days per year
    Sick Leave is earned at the rate of one day per month for a total of 12 days per year.
    Employees receive paid holidays as approved by the Board of Commissioners annually.

    Insurance benefits are offered to full time employees working over 32 hours per week. New employees are eligible for insurance coverage on the first day of the month following one full month of employment. All insurance and benefits premiums will be payroll deducted.

    Short Term Disability Insurance
    Henry County Government employees may purchase Short Term Disability Insurance, which provides protection against loss of income during a period of disability. This coverage begins seven days after the onset of the disability.
    Long Term Disability Insurance
    Henry County provides Long Term Disability Insurance for each eligible employee at no cost to the employee. The benefit starts after the employee is out of work for 180 days and continues until the employee reaches Social Security normal retirement age.
