The Deputy Director of Neighborhood and Human Services (NHS) manages, coordinates, and implements the activities for the department and develops and administers programs delivered to the citizens of Escambia County.
The Deputy Director of Neighborhood and Human Services ensures that assigned program functions meet all applicable laws, regulations, and County policies and administrative rules.
The incumbent provides professional assistance to County leadership and staff in areas of expertise and fosters cooperative working relationships with intergovernmental and regulatory agencies, and performs other duties as assigned.
The Deputy Director of Neighborhood and Human Services assists in overseeing multiple divisions:Community Redevelopment Agency, Human Services Division, Neighborhood Enterprise Division, and the Workforce Training Division and reports directly to the Neighborhood and Human Services Department Director.
EXAMPLES OF DUTIES
Performs various high-level assignments with a greater degree and independence and assists the Director of Neighborhood and Human Services Department in overall policy development for the department
Responsible for accomplishing departmental goals and objectives within the general policy guidelines for major functional areas assigned and for special programs and projects
Reviews opportunities for homeless and low-income housing development as needed to address homeless initiatives
Creates and promotes programs for citizens, including families and veterans to address housing needs
Reviews and applies regulations as needed to citizens in need in housing and ensure that the needs of landlords are taken in account
Responsible for strategic planning, organizing, and directing lower support staff for the County and the Neighborhood & Human Services Department
Provides direct supervision for professional, technical, and administrative staff assigned to the Neighborhood & Human Services Department
Provides oversight for the entire Neighborhood & Human Services Department
Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the assigned program area
Prepares, administers, and is responsible for the budget for assigned program areas; forecasts additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget, and monitors and controls expenditures
Plans, organizes, administers, reviews, and evaluates the work of Neighborhood & Human Services staff directly
Compiles, maintains, and monitors program data and records in a timely manner as required, including compliance with County and/or grant policies and procedures
Identifies grant funding opportunities; writes, submits, and manages grant proposals.
Provides for the selection, training, professional development, and work evaluation of department staff; authorizes discipline as required; and provides policy guidance and interpretation to staff
Directs, oversees, and develops the business work plan related to assigned program area; assigns work activities, projects, and programs; monitors workflow; reviews and evaluates work products, methods, and procedures; and prepares various staff reports on operations and activities
Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; and directs the implementation of change
Prepares and directs the preparation of a variety of written correspondence, reports, procedures, and other written materials; maintains and directs the maintenance of working and official department files
Monitors changes in laws, regulations, and technology that may affect department operations, and develops policy and procedural changes, as required
Provides technical advice to the County leadership in area of expertise
Provides guidance to staff on programs related to Community Redevelopment areas, Housing (Replacement, New Construction, and Rehab), Workforce development, Community Centers, and Indigent Burial Programs
Provides knowledge of various Grant fundings and their compliance rules, regulations, and requirements: State Housing Initiative Partnership (SHIP), Community Development Block Grant (CDBG), State and Local Fiscal Recovery Funds-American Rescue Plan Act (SLFRF-ARPA), Community Redevelopment Area Tax Increment Funds (CRA TIF), and HOME Investment Partnerships Program and any other grants
Builds and maintains positive working relationships with co-workers, other County employees, and the community
Confers with and represents the Department and the County in meetings with various governmental agencies, developers, contractors, businesses, industrial groups, and the community
Assumes the responsibility of the Director in the absence of the Director of Neighborhood & Human Services or as needed
Performs other duties as assigned
TYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
Bachelor's degree in Business Management, Human Assistance, Business Administration, Public Administration, Urban Planning and Development, or a related field and at least five years of experience in a supervisory/management position; or, a combination of education and experience equivalent to these requirements.
Licenses and Certifications:
Valid driver's license from state of residence

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker.
This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned.
Physical Requirements:
Positions in this class typically require sitting, standing, talking, hearing, seeing, finger and hand dexterity as well as repetitive motions
Sedentary Work:
Exerting up to 10 pounds of force occasionally. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
