    General Description


    The Water and Wastewater Services (WWS) Business Operations Division (Purchasing Section) is seeking a self-motivated and experienced Contract Specialist to work in a fast-paced environment developing specifications and contracts, administering contract compliance, and coordinating numerous purchasing related functions.

    The candidate is required to exhibit extensive knowledge of contractual services and requirements for building and grounds maintenance. The candidate is also expected to coordinate purchasing and contracting functions to complete capital improvement projects at WWS facilities.

    The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the job as necessary.


    • Perform contract development, administration/monitoring, and compliance activities as follows:
    • Develop contract specifications and requirements and all necessary supporting documentation.
    • Work with all stakeholders throughout the procurement process until contract is awarded and ready to be utilized.
    • Monitor contractual services and follow up with stakeholders to ensure contract obligations are being met.
    • Maintain WWS Contract Tracking Report and provide regular status updates.
    • Inspect contractual work out on the field and check on condition of facilities and grounds to ensure contract compliance.
    • Coordinate contract amendments, renewals, and threshold increases.
    • Analyze contractual language and obligations. Guide stakeholders on contractual matters.
    • Investigate and handle customer complaints.
    • Prepare requisitions and other procurement instruments for parts, supplies, and services requirements.
    • Utilize software, such as PeopleSoft, Maximo, Contracts Central, AgendaQuick, Master Agreement Renewal System, Job Order Contracting Software (e.g. eGordian), Microsoft Office, etc.
    • Participate in fiscal year-end and new year activities as assigned.
    • Perform construction and improvements project coordination functions as follows:
    • Administer project documentation from project initiation through project completion including but not limited to preparing and/or processing memos, budget transfers, change orders, amendments, bid documents, bond reviews, etc.
    • Administer Job Order Contract (JOC) work orders from project creation through project completion, including related software.
    • Prepare complex reports, presentations, and other communications through different channels.
    • Perform other general purchasing work and complex administrative duties, as assigned.


    Assists in initiating, coordinating and/or administering assigned programs or projects involving public sector procurements and/or contract, grant, or lease administration.

    Works under general supervision, independently developing work methods and sequences.

    Minimum Education and Experience Requirements


    Requires a Bachelor's degree from an accredited college or university with major coursework in public or business administration or closely related field.

    (One year of relevant experience may be substituted for each year of required education.)

    Requires two (2) years in procuring, managing and/or monitoring contracts, grants and/or leases or closely related experience.

    Special Certifications and Licenses

    Depending upon area of assignment, incumbents may be required to possess a valid Florida driver's license.

    Preferences

    Master's degree of higher in Business Administration, Public Administration, or a closely related field

    Certified Public Procurement Officer (CPPO)

    Certified Professional Public Buyer (CPPB)

    Certified Professional Contracts Manager (CPCM)

    Certified Agency Buyer (CAB)

    At least (1) year of experience using PeopleSoft or similar purchasing software

    At least (1) year of experience using IBM Maximo or a similar maintenance management software

    At least (1) year of experience using Contracts Central

    At least (1) year of experience using Job Order Contracts (JOC)

    At least (1) year of experience procuring, managing, and monitoring contracts concerning Facilities Maintenance.

    Maintains an assignment of contracts for administration, monitoring and/or evaluation activities.


    May conduct agency site visits to determine contractual compliance and efficacy of contracted programs in performing required activities and achieving outcomes.

    Generates detailed contract related reports based on site visits and/or desk audits of the programs using computer software applications.

    Maintains contract related data in hard copy and electronic formats.


    Initiates and/or coordinates and manages all activities of a contract, grant and/or lease project which has operational responsibility of limited scope, a small-sized budget, and which may provide a supplemental county service.

    Assumes project responsibility for administering, monitoring and/or evaluating the activities and operations of a contract, grant and/or lease project.


    Assists in the development of projects, programs, contracts, and grants and in the development of monitoring and/or evaluation policies, procedures and schedules; may assist in developing procurement or solicitation documents as well as in the review of solicitation or procurement responses.

    Assists in researching and writing new grants.


    Performs analysis of grants, contracts, and/or leases; prepares statistical reports, project reports, monitoring/ evaluation reports and related data using computer software applications.

    Monitors/evaluates grants, contracts and/or leases.


    Provides staff assistance to an administrative superior, division or department head in specially assigned areas of operation; assists and advises on matters pertaining to contract, grant and/or lease project assigned.

    Facilitates the accomplishment of work through providing, obtaining and coordinating a variety of services.


    Provides administrative liaison among various county operational and administrative functions related to an assigned contract grant and/or lease; interprets and explains policy regulations and operating procedures.

    Performs related work as assigned.

    Physical Demands

    Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.


    Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
