    POSITION DUTIES
    \r\rThe Office Manager is the lead in ensuring the\rday-to-day operations of the HCHD's clinic. This position ensures steady\rworkflows and uninterrupted services for the sexual and reproductive health\rclinic, tuberculosis control clinic and child and adult immunization clinic.\rResponsibilities for this position include administrative tasks, initiation of\rmedical billing (including eligibility verification, prior authorizations,\rapplying appropriate deductibles and/or copays), creating charges for self-pay\rpatients, overseeing the electronic health record appointment system, and\rdeveloping and reviewing policies and procedures. This position supervises 2\rFiscal Account Clerks II and a Health Records Technician.\r\rManagement of\rHealth Center and Clerical Office Staff 35%\rSupervises the\rdaily clerical operations and record management at the health centers to\rmaintain efficient office practices\rCreates and\roversees a monthly schedule\rAttends\rsupervisory meetings on a monthly basis\r\rFront End\rBilling and Collections Oversight 25%\rOversees the\rColumbia Health Center fiscal operations\rWorks closely\rwith Billing Specialists\rScreens all\rclients for Medicaid or commercial insurance eligibility, obtains authorization\rand pre-authorization for billing insurance companies, verifies\rdeductible/copay information\rCreates\rcharges and receives payments for self-pay patients\rOversees the\rcollection of donations received,data entry, andcollection of\rfees\r\rTelephone/Personal\rCommunication 10%\rScreens and\rrefers calls and visitors to appropriate staff\rPrepares and\rupdates voicemail services for planned or unplanned building closures\r\rElectronic\rHealth Record Management 10%\rOversees the\ropening, maintenance and closing of records per MD state records management\rdivision policy and procedure\rOversees\rpatient portal registration\rManages/troubleshoots\rpatient kiosk\r\rQuality\rAssurance 10%\rProvides daily\rdirection to all clerical staff and assesses daily staffing operations\r\rStaffing 5%\rRecruits and\rorients new clerical staff\r\rSupervision 5%\rSupervises,\revaluates and counsels assigned staff\rPrepares and\rconducts PEPs according to schedule\r\rOther duties\ras assigned\r\r

    MINIMUM QUALIFICATIONS

    Education:
    Graduation from an accredited high school or possession of a high school equivalency certificate

    \rExperience:

    One year of experience supervising lower-level clerical employees

    \rNotes:

    \r1. Additional experience performing clerical duties may be substituted on a year-for-year basis for the required education.\r2. Applicants may substitute education from an accredited college or university at the rate of thirty semester credit hours for one year of experience on a year-for-year basis for the required experience.\r3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer inAdministration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience. \r\r

    DESIRED OR PREFERRED QUALIFICATIONS
    Desired Qualifications\r-Experience managing an outpatient medical clinic\r-Experience with basic medical billing processes (eligibility verification, deductions, copays, prior authorizations, etc.)\r-Experience with electronic medical records\r-Familiar with ICD-10 and CPT codes\r
