    Description

    Position Title:
    Personnel Security Specialist BackgroundPurpose: Parker Tide is a veteran-owned, small business in DC
    We serve as a value-added partner to the government
    We are currently seeking Personnel Security Specialists to work with one of our DC clients

    Salary:
    Depends on relevant experience., plus applicable hourly health and welfare benefit
    Telework: 100% remote, unless otherwise directed.

    Investigation:
    requires a Tier 4 high risk public trust or higher (Tier 4 or 5) – within the last five years

    Duties:
    Determine whether prior investigation from another agency can be accepted via reciprocity in lieu of initiating a new investigation
    Perform a variety of background investigation types: Investigations / Reinvestigations, Lockbox Investigations/Reinvestigations, Prescreen Approvals, and Reciprocity Checks
    Use e-QIP, ABIS, and Outlook to invite subject to complete their investigation questionnaire
    Review completed security questionnaires in e-QIP for errors and omissions
    Perform quality review of all case documentation
    Scan and/or attach case documents to various systems
    Interface with subject of investigation to assist with access issues or questions about e-QIP
    Work with IRS PERSEC Federal employees and contractors on case prep issues
    Perform database research as needed
    Initiate required fingerprint checks needed to initiate an investigation
    Conduct phone and email contact with agency staff, OPM, and other POCs to perform tasks
    Address deficiencies identified while processing cases
    Update and correct data in information systems and databases including the ABIS
    Refer OPM background reinvestigation case notifications to the appropriate staff
    Respond to phone or written inquiries on routine matters, case questions, and status requests
    Expedite background reinvestigations upon written notice from authorized personnel
    Assist the Contract Management Module team with contractor onboarding tasks
    Create contractor records in the Automated Background Investigations System
    Validate/process onboarding documents submitted to Contract Management Module e-mail account
    Assist with Contract Management Module maintenance tasks
    Update contractor lifecycle page when adjudication or separation forms are received
    Perform suitability prescreening and review required documents with minimal errors
    Perform end to end adjudication as required
    Review completed background investigations; compare and cross-check information
    Communicate with customers and stakeholders both verbally and in writing as appropriate
    Maintain personnel security records, verify data, and perform security checks utilizing specified government systems (e-QIP, US Access, Fingerprint Results, OF-306 etc.) Analyze investigation reports conducted by other security entities to support IRS determinations; screening, evaluation, and adjudication of background investigations, performing other duties as required to assist with resolving security concerns
    Prepare written analysis and propose recommendations to resolve complex issues; identify high priority cases/issues for review as required

    Qualifications:
    Requires a Tier 4 high risk public trust or higher (Tier 4 or 5) – within last five years.1-33 years of experience initiating and reviewing e-QIPs


    • Demonstrate solid understanding of and perform duties in accordance with 5 CFR 731
    Evaluate suitability applications and background investigations to elicit pertinent information and material facts to make a preliminary adjudicative decision, subject to Personnel Security Specialist's (Adjudicator) review on whether to hire, approve or deny access
