    YOU will work within a team of planning professionals to develop comprehensive plans, ordinances and programs to provide for future growth, utilization and revitalization of land and physical facilities of the city. You will evaluate land use and development proposals and implement planning policies which support adopted City goals and objectives.

    Examples of Work

    • Applies considerable knowledge of City ordinances and other public policies to the review of site plans, subdivision plans, master plans, development proposals, landscape plans, building plans and elevations, urban design etc. in order to ensure compliance with basic health, safety and public welfare objectives and to further other public objectives.

    • Compiles, constructs, manages, tracks and analyzes data which supports organizational goals and objectives (monthly, quarterly, etc.).

    • Utilizes raw data to draw insightful and pertinent conclusions as well as to illustrate and support opinions, policies and recommendations.

    • Creates reports utilizing raw data sources which identify trends and/or recommendations drawn from these sources.

    • Develops trend and/or performance indicators, tracks said indicators and draws conclusions related to significant assignments.

    • Synthesizes trends, conclusions, theories, forecasts and recommendations from quantitative information.

    • Manages self-directed projects (to their effective completion on time within allocated resources with the desired outcome)
    -requiring little or no resources outside the Planning and Zoning Administration Division of the Community Development Department
    -involving multiple City departments
    -involving multiple City departments and consultants in which you may oversee consultant contracts and payment.

    • Produces presentations that demonstrate the ability to analyze data, draws conclusions and communicates findings effectively, resulting in the acceptance of the results/presentation by the targeted audience (e.g. Planning Commission, City Council, Wetlands Board, IDA).

    • Establishes effective communication networks/working relationships with all major customer groups to include organizing and conducting forums.

    • Generates effective and/or creative solutions with team members on particularly complex and/or politically sensitive issues.

    • Accomplishes tasks in a way that maximizes resource utilization and which enhances the ability to further organizational goals or values.

    • Represents the Planning and Zoning Administration Division in various interdepartmental and regional responsibilities.

    • Performs other related duties as assigned.
    Qualifications

    Graduation from an accredited college or university with a bachelor's degree in environmental science, urban or regional planning, landscape architecture, public administration, social science or a related field.

    Master's degree in urban or regional planning, or related field of study preferred.

    Minimum of three (3) of experience equivalent to the City Planner level, preferably obtained in a municipal, state or federal agency or related area. Working knowledge of GIS preferred.

    Considerable working knowledge of available resources, ordinances (e.g. site plan, subdivision, zoning and wetlands).

    Knowledge, skills and abilities include, but are not limited to: organized and detail oriented; flexible and focused on both process and outcome; excellent interpersonal, customer service, analytical, statistical, problem solving and research skills; global perspective; excellent deductive and intuitive reasoning skills; effective in garnering assistance as needed. Ability to communicate effectively, both orally and in writing; ability to read and interpret documents such as regulations, policies and procedures; ability to conduct briefings; ability to compile data and prepare reports and projections; ability to use a personal computer; ability to interact effectively with diverse populations; ability to effectively confront and resolve interpersonal conflict at the lowest level; ability to see issues within the broader context.

    Must possess a valid driver's license and must have an acceptable driving record based on the City of Hampton's criteria. Must complete a criminal background check related to this position prior to any offer of employment or promotion.

    Experience may substitute for education on the basis of one year of appropriate experience for each year of education.
    Features

    Performs duties within a self directed team under the limited supervision of the Planning Services Manager. This is the senior level of the planner series and the incumbent will work closely with other planning team members as well as mentor less senior team members. May require working beyond a standard 40 hour workweek to include evenings and weekends. Requires some local travel. This is an exempt position.
