    Title: Senior Business Analyst (Child Welfare)

    Duration: 12+ Months

    Location: Austin, TX

    Remote Work - Candidates selected for this opportunity may be required to physically attend meetings in Austin, TX, with minimal notice. Candidates currently residing outside of the State of Texas, will be required to relocate to Texas, if selected for this position and the offer is accepted.

    Project Summary:

    The client must assess and evaluate the agency's readiness through activities and discussions with key child welfare stakeholders to include internal agency staff, judicial partners, community and federal partners, and providers of Community Based Care.

    The client is seeking individuals with expertise and knowledge in the following domains: detailed understanding of Statewide Automated Child Welfare Information Systems (SACWIS) and/or Comprehensive Child Welfare Information Systems (CCWIS) requirements and design, strategic planning, project management, organizational change management, contract development, financial cost allocation and analysis, federal requirements for data quality plans and reporting, federal requirements for creation and submission of advance planning documents, technical writing, business process re-engineering approaches and techniques, and community outreach and engagement.

    The client is seeking individuals with the skills and qualifications to work as a team with other the client contracted resources to produce defined deliverables which will aid the agency in requesting funding and other resources needs. The worker will interact with various other roles (e.g. business analysts, project managers, contract developer, organizational change manager) to develop work products, prioritize assigned work, and provide recommendations, options, and alternatives as required.

    The Worker is responsible for performing advanced business and systems analysis work that involves gathering, developing, and documenting business processes, and recommendations. Also conducts research and completes special project work. The position will work in concert with appropriate internal and external stakeholders to support the organization's long-term business goals/strategy for the agency's case management system. Excellent communication and presentation skills are required for producing defined deliverables, reports, fiscal notes, and presentations. Familiarity with child welfare case management practices is required.

    Worker is responsible for the following:

    Seeking, gathering, and analyzing information from internal and external stakeholders and subject matter experts.

    Converting findings into meaningful documentation for use by the division/agency leadership team.

    Communicating with technical, non-technical, functional, management and senior/executive level staff.

    Working within cross-functional teams.

    The Worker must have a strong business analysis background with extensive experience in the following:

    Assessing an organization's readiness for change.

    Strategic planning for an enterprise organization.

    Experience with analyzing and/or implementing case management systems meeting the requirements for SACWIS/CCWIS.

    Experience working in a fast-paced information technology environment.

    Experience developing solid requirements documents with a strong attention to detail to capture agency and other stakeholder needs, scope, and timeline.

    Robust skills facilitating and leading groups to clarify and define agency and other stakeholder needs, scope and priorities, as well as delivering presentations to senior and executive leadership.

    Excellent written and verbal communication skills to provide clear and consistent status updates and information to stakeholders and agency leadership of project progress.

    Solid and working experience with the MS Suite tools (Excel, Word, PowerPoint, MS Project, Visio).

    Communicating and listening in a way that is focused on a clear expression of, as well as understanding of ideas and concepts that ultimately lead to positive outcomes and results.

    Producing identified quality deliverables.

    Required Skills:

    8 Years of Required Experience as a Business Analyst in an enterprise level environment

    8 Years of Required Experience in Business Process Design concepts and techniques

    8 Years of Required Development of documents summarizing analysis and key recommendations with a strong attention to detail

    8 Years of Required Functional and technical requirements gathering, analysis, and documentation with a strong attention to detail.

    8 Years of Required Experience with the Microsoft Suite of tools (Excel, Word, PowerPoint, Visio, MS Project and SharePoint)

    8 Years of Required Facilitating meetings, requirements gathering sessions and conducting presentations with all levels of an organization to include direct delivery, senior, executive leadership, and external partners.

    8 Years of Required Experience with analyzing and/or implementing systems meeting the requirements for SACWIS/CCWIS

    8 Years of Required Developing and presenting project status updates and reporting on key performance indicators for project success

    8 Years of Required Strong communication - verbal, written - skills with all levels of an organization to include direct delivery staff up to executive level leadership.

    8 Years of Required Awareness and knowledge of systems and solutions that that promote efficiency, effectiveness, and enables direct delivery of services to clients.

    Preferred Skills:

    1 Year of Preferred Awareness or knowledge of DFPS systems and programs.
