    Duties Description Under the direction of the Chief of Staff, the Deputy Commissioner for External Affairs is responsible for the development and execution of a communication strategy, public information, and media relations for the New York State Division of Human Rights.

    The Deputy Commissioner for External Affairs is a member of the agency's senior leadership team.

    Primary duties and responsibilities include, but are not limited to the following:


    • Ensure that all public messages, either executive speeches, written and oral testimony; media events; public and internal reports; official correspondence and communications reflect the Division's vision, mission, values, principles, strategic imperatives and system transformation agenda.
    • Responsible for coordinating all aspects of the Center's communication program with the Governor's Communication Director.
    • Provides advice to the Commissioner and other Senior Staff members on public relations policy and matters relating to the Division and its programs. Maintains effective liaison with various news media such as the press, radio, television, magazines, and motion pictures; may personally serve as the liaison officer with the news media on very sensitive or critical situations with authority to represent the Commissioner. The Director will also be responsible for discovering and developing appropriate media placements for key messages and stories supportive of the strategic agenda.
    • Responds to inquiries directed to the Commissioner by the general public, constituency groups and the media, as appropriate.
    • Attends meetings or conferences on behalf of the Commissioner. May prepare and/or present speeches to such groups.
    • Develops public information education programs to provide the public, families, stakeholders, vulnerable persons and others with knowledge and awareness of the mission of the Division, its policies and objectives.
    • Responsible for generating support and or interest from the press for specific projects the are initiated by the Division.
    • Edits speeches and testimony to be presented on behalf of the agency at legislative and public hearings.
    • Performs other functions as necessary.
