THE AGENCY

The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services. Public services provided by the Alameda County Public Works Agency include flood control planning and design, storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections.

The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency's operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION
Under direction, to function as a supervisor of Public Works Inspectors performing construction inspections of road and flood maintenance and construction projects to assure contract compliance; and to perform related work as required.

The Supervising Public Works Inspector classification is responsible for the supervision of field inspections of all the major road and flood maintenance and construction projects. This class is distinguished from the next lower class of Public Works Inspector III in that the former class is a first-line supervisor providing supervision and direction to a number of lower-level inspectors.

MINIMUM QUALIFICATIONS



TO QUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM REQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW.

EITHER I

Experience: The equivalent of two years' full-time experience in the class of Public Works Inspector III, or an equivalent or higher-level class, in the Alameda County classified service.  (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.)

OR II

Experience: The equivalent of two years' full-time experience as a supervisor in maintenance and construction operations in the Alameda County classified service (non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts) which provided the knowledge and abilities listed below.

OR III

Experience: The equivalent of five years of full-time experience in road and flood control maintenance and construction work, two of which must have been in a supervisory capacity.  

AND

License: Possession of a valid California Class C Driver's License.  

NOTE:    The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS



The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Principles of personnel supervision and training.

• Interpretation of plans, maps, and specifications for construction of road appurtenances, storm drains, flood control subdivisions.

• Engineering plans, maps and specifications.

• Construction practices and terminology.

• Methods, materials, and equipment used in the construction of pipelines, open channels, roads, reinforced concrete, and other drainage and road structures.

• County, State, and Federal construction regulations and standards.

• Contract management principles.

• Construction site safety practices.

Abilities:

• Plan and direct activities of employees working in the inspection programs.

• Interpret contract documents content, varied regulations and Public Works Inspection manual.

• Negotiate and communicate with Project Managers (general contractors, owners, and other agencies).

• Effectively mediate conflicts between parties.

• Meet with agencies involved with public works projects to coordinate work, explain public works policies and develop positive working relationships.

• Make mathematical calculations related to construction.

• Make accurate visual observations.

• Operate standard office computer to enter data, retrieve data, utilize spreadsheet and other applications.

• Analyze and problem solve.

• Decision making.

• Make oral presentations and training sessions.

Working Conditions:

Duties require the incumbents to work in a standard office setting and to walk on even, uneven, and wet surfaces while conducting inspections at work sites. Incumbents drive daily for up to two hours and must frequently get in and out of the vehicle. While conducting inspections, incumbents may be required to stoop, kneel, and squat for brief periods of time and climb ladders. Incumbents work outside in all weather conditions and are daily exposed to loud noises, heavy dust, and mechanical hazards such as construction equipment. Some assignments may involve working around poisonous plants, chemicals, lead based paint, sewage leakage, or other chemical spills; inspection sites may also involve electrical hazards and entering trenches, pipelines, and culverts. Incumbents are required to be on-call 24 hours to respond to various emergency situations.

EXAMINATION COMPONENTS



THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of applicants' application and supplemental questionnaire to verify possession of minimum requirements.  Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. An oral examination which will be weighted as 100% of the candidates' final examination score.  The oral examination may be administered virtually and may contain situational exercises.
