    Duties and Responsibilities:
    Represent the Coghlin Companies standards of professionalism and culture in all interactions with both internal teams and external clients.
    Gain a comprehensive understanding of CTE's product development process, and services that we offer our clients. Be able to clearly articulate these processes and services in a manner that potential clients can understand.
    Arrange and participate in internal and external client presentations.
    Research and build relationships with new clients.
    Prior to engaging in development of a proposal:

    Ensure the proposal development steps have been articulated to the potential client.

    Set up and conduct meeting with CT Sales Associate to review completed Time To Market Services (TTMS) form to ensure a sufficient level of information and detail is provided in order to proceed with CTE's proposal development process.

    Participate in CT Sales led meetings with potential clients to gain any additional information required to complete the TTMS.


    Drive the proposal process through all steps in an efficient and reasonable manner, working with the internal team members and keeping the client up to date throughout the process.

    Act as the liaison between CT Sales Associate and the Product Development Team.
    Act as point contact for potential clients during the proposal development process.
    Download any client provided information and store in appropriate shared folder for access by CTE.

    Generates Statements of Work (SOW) and Work Breakdown Structures (WBS) for new opportunities, as well as for additional development phases for current programs and customers.

    Responsible for the initial technical input and content generation to both the SOW and WBS, including tasks, deliverables, effort estimations, and period of performance.

    Schedule and run SOW and WBS review meetings with appropriate CT engineers and leadership to ensure cross-functional agreement and alignment of tasks, deliverables, effort estimations, and project period of performance.

    Schedule and run SOW and WBS review meetings with customer to review, iterate, and redistribute as required. Work with client for approval of the SOW and WBS.
    Generate formal proposal with approved SOW and WBS. Review with CTE leadership and send to customer once approved.

    Follows up with customer to field any questions and is responsible for gaining formal acceptance and approval of proposal by customer, and reports approval status to appropriate CT staff.

    Facilitate review with customers of the terms and conditions (T&C's) related to the contract. Drive the internal legal review process to ensure timely reconciliation of customer questions and exceptions.

    Maintains proposal effort status utilizing the current JIRA tool and process and generates weekly reports to include relevant proposal data as required by CT leadership.

    Identifies and implements continuous process improvement opportunities within the defined process.

    As a key member of the CTE team, engage in other opportunities that add value to the organization's culture and growth, which may include performing engineering-related activities.


    Qualifications:
    Positive attitude, excellent communication skills, self-motivator, tenacious follow up, and superior organization skills.
    Superior customer (internal and external) service attitude and skills required.
    Demonstrated technical aptitude in multidisciplinary engineering practices.
    8+ years of relevant industry experience with proposal writing skills required.
    Proficient in Microsoft Office Suite.
    Experience with Jira and/or Agile development a plus.

    Generally, works in an office environment, but may occasionally be required to perform job duties outside of the typical office setting.


    Physical Requirements:
    Interaction with people and technology while either standing or sitting.
    Must be able to communicate face-to-face and on the phone.
