    Duties

    The incumbent serves as a Budget Analyst and reports directly to the Assistant Budget Director, Execution. Incumbent's work may be performed in any segment of the normal range of budget administration work, including operating plan development, account execution, reconciliation and account close-out.

    Provides input on assigned account to various Budget presentations on operating plan development and status of funds for the OIG Budget Director and OIG Component Directors.

    Conducts analyses and evaluates budgetary requests, making recommendations to the Assistant Budget Director, - Execution for final review before data becomes part of the OIG consolidated request.

    Maintains execution data in an automated environment. Maintains awareness of rapidly changing priorities and must be flexible to deal with changes. Exercises knowledge of budgetary policies, precedent, goals, and objectives of OIG.

    Assists in monitoring OIG budget execution through the Unified Financial Management System (UFMS), Web Based Budget Information Management System (WebBIMS), and other accounting systems as necessary. Identifies transactions to ensure that entries have been approved. Tracks open commitments through monthly reports to ensure that transactions convert to obligations. Maintains and analyzes historical data for use in forecasting annual needs. Monitors the status of individual projects against the allocated funds to assure forecasts produce sound estimates when there is little or no predictive data.

    Enters and compiles data and prepares a variety of ad hoc and reoccurring reports and analyses related to budgetary management issues such as status of funds, commitment status, UDO, etc.

    Maintains databases, registers, and other budget tracking systems employed by the organizations. Tracks obligations, expenditures, and the flow of funds. Ensures fund availability for the processing of obligating documents.

    Performs other related duties as assigned.

    Qualifications

    Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement.     Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
    • GS-07 Specialized Experience: One year of specialized experience which includes;1) assisting analysts with entering and reviewing financial data for accuracy AND 2) tracking and reporting the resources, operating plans, and budgetary expenses to ensure proper distribution and correct utilization of funding. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

    Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.)

    OR

    Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. (Note: You must attach a copy of your transcripts.)

    Superior Academic Achievement is based on:

    (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR

    (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies ).

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) (Note: You must attach a copy of your transcripts.)

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
