    Description

    The Weld County Department of Human Services Assistance Payments Division is searching for a Training and Resource Specialist to develop and presents training materials for the Assistance Payments Division and performs as an ongoing expert information resource to Eligibility Technicians regarding program rules, internal processes, and associated computer software, specifically the Colorado Benefits Management System (CBMS), for public and medical assistance programs including SNAP, Medicaid programs, Adult Financial and Colorado Works.. All relevant information will be presented in an adult learning environment, to include formal training presentations and facilitation, one on one coaching, curriculum development or assisting with identifying outside training opportunities that may benefit an employee or employees.

    The Weld County Department of Human Services (WCDHS) employs over 450 workers, who have the skills, passion and drive to service Weld County citizens in 31 incorporated municipalities and across almost 4,000 square miles.

    The Ideal Candidate will be someone who has the following:

    1. Experience with CBMS/Programs.

    2. Experience teaching/coaching.

    6. Experience with training platforms or PowerPoint presentations.

    7. Skilled at troubleshooting CBMS cases and researching Rule.

    11. Schedule management to include coordination of agendas and appointments.

    $ $36.41 per hour plus benefits (see benefits tab on the job posting). The position will normally start at $28.74 per hour.

    Essential Duties and Responsibilities

    The following job duties are established to outline the basic duties and responsibilities of the above captioned position. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

    Training Support (50%):

    •Conducts trainings for Eligibility Technicians in the Assistance Payments division and assists training needs for eligibility related requests from outside divisions.

    •The training curriculum incorporates State mandated training materials with expanded modules to communicate relevant internal processing, quality expectations and information, in order to facilitate employee development.

    •Utilizes and creates supplemental learning materials such as desk aides, web-based trainings, or community resource information to support the learning process utilizing the State approval process.

    •Provides learners with over-the-shoulder support and monitors learning through case review activities. Tracks training activities and provides timely and accurate progress reports to learners and their respective supervisors.

    •Ensures training environment is conducive to learning by preparing environment for training including setting up audio-visual equipment, removing unneeded materials from the classroom and setting up materials and aids for use during the training program.

    •Removes all materials and equipment after training has concluded, ensures the facility is left in proper order.

    •Maintains working knowledge of all current public assistance programs, including current program policies and procedures, to perform as a resource expert to Eligibility Technicians with varying degrees of experience.

    •Provides trainings on changes or updates, and clarifications regarding the application of policy and procedure to specific cases.

    •Utilizes cross-training opportunities to gain and maintain current working knowledge of all public assistance programs.

    •Obtains trainer certification through the State Staff Development Center for delegated programs and maintains certification by adhering to State requirements.

    •Effectively and accurately conducts case reviews for learners in accordance with timeliness requirements, and correctly rescinds cases.

    •Uses results from case reviews, requests from staff and recommended State sponsored training to recommend training topics and formats.

    Training Program Support (20%):

    •Contributes to the development of the established training program and determines employee training needs by analyzing case review data to identify trends in errors to inform ongoing training needs for Eligibility Technicians.

    •Work with Eligibility Technicians to identify areas of concern or expressed need for additional training and uses this information to add or strengthen training materials in those specific areas.

    •Utilizes available methods for assessing training effectiveness and develops additional evaluation tools as needed.

    •Adjusts teaching methods, delivery and aides, in accordance with effectiveness measure results.

    •Participates in statewide meetings and webinars as it relates to eligibility programs, statewide computer system issues and pre-and post builds.

    •Communicates to the appropriate staff, the outcomes of these meetings and webinars.

    •Participates in statewide computer system testing of new system builds before final rollout statewide.

    •Manages statewide computer system reports, as assigned by Training Supervisor.

    •Completes all required logs or upkeep of information, as assigned by Training Supervisor.

    •Research policies, procedures, desk aides, and any other state/local documents, rules and regulations, to maintain expertise and provide relevant and current guidance to eligibility staff and management.

    •Create and update desk aides, as needed, based on policy and procedure changes and feedback from staff.

    Collaboration and Professionalism (20%)

    •Provides exceptional customer service to all internal and external customers.

    •Maintains a high level of professional communication and presentation during all interactions with learners, supervisors, and other department staff.

    Other Duties as Assigned (10%):

    •Follow policies and procedures, the Weld County Code of Conduct and adhere to strict confidentiality guidelines and appropriate release of information outlined in both.

    Qualifications

    REQUIRED QUALIFICATIONS:

    •Successful completion of a High School Diploma.

    •Four (4) years full-time business or clerical experience in an office environment which includes extensive customer service, telephone use and computer experience that includes data entry and Windows based navigation.

    OR

    Successful completion of a bachelor's degree may substitute for up to two years of the required work experience but not the experience determining eligibility.

    •Two (2) years of current experience in determining eligibility for public assistance programs including SNAP, and Cash and Medical programs in the Colorado Benefits Management System.

    OR

    Two (2) years of current training or teaching experience including material development, utilizing a variety of training platforms, may substitute for experience determining eligibility in CBMS.

    •Candidate must possess ability to keyboard at 35 words per minute.

    •Candidate must possess accurate 10 key ability.

    •Candidate must possess ability to use multiple data bases and computer programs.

    •Candidate must pass Human Services Background Checks.

    •Candidate must possess a valid Colorado Driver's License and adequate Liability Insurance.

    •Candidate must provide own transportation and be willing to travel throughout Weld County.

    •Candidate must possess the ability to enter data into several different computer programs.

    •Candidate must possess the ability to learn and apply new computer skills on a regular basis.

    •Candidate must possess the knowledge of computer programs such as Microsoft Windows and Word, Excel and Outlook.

    •Candidate must possess the ability to read and comprehend instructions, correspondence and department policies and procedures.

    PREFERRED QUALIFICATIONS:

    WORK ENVIRONMENT:

    •Primary office is located in Greeley but includes occasional travel to Fort Lupton.

    •Reliable, predictable attendance within department business hours of 8 a.m. to 5 p.m. Monday through Friday.

    •This position is mainly in-person and is not eligible for consistent telework arrangements while in the classroom setting.

    Medical/Dental/Vision Plans

    Weld County offers two medical plans through Aetna. Employees who enroll in one of the health plans must enroll in dental and vision. There are two vision plans and three dental plans to choose from. Dependents may also be enrolled. Questions regarding eligibility and premiums should be directed to Human Resources.

    Life Insurance

    Weld County offers employees a Basic Term Life Insurance policy in the amount of 3 times their annual salary. Eligible employees must regularly work at least 20 hours per week. The plan is provided at no cost to the employee. Employees also have the option to enroll in supplemental term policies for themselves and their dependents. Rates for those supplemental plans are based on age.

    Long Term Disability Insurance

    Weld County pays the premium for Long Term Disability Insurance for any regular employee that works at least 20 hours per week. The policy provides a monthly benefit of 60% of monthly base salary (maximum benefit of $8,000/month) after a 6 month waiting period.

    Short Term Disability Insurance

    Weld County offers a Short Term Disability plan through Cigna to any regular employee that works at least 20 hours per week. The premium is paid 100% by Weld County and the plan pays a monthly benefit of 60% of monthly base salary after the employee has been off work for 30 days and exhausted all of their own sick and vacation time.

    Paid Leave

    Weld County offers paid vacation, sick leave and holidays. Specific information regarding these benefits can be obtained from Human Resources.

    Retirement

    All full time regular employees at Weld County (except Health Department employees) participate in a mandatory defined benefit retirement plan. The employees contribute 9% of their base salary on a before tax basis to the fund. Weld County matches that amount starting with the employee's first paycheck. Weld County employees also pay Social Security/Medicare (7.65%). In addition to the mandatory plan, employees have two optional deferred compensation plans to choose from. The 401K and the 457 plans are administered by Principal Financial.

    Employees at the Weld County Department of Public Health and Environment do not participate in the Weld County Retirement plan. Instead they contribute 9.0% to the Colorado Public Employees' Retirement Association (PERA) and only contribute to Medicare (1.45%). Health Department employees also have the option to contribute to a PERA 401K plan.

    Section 125 and Flexible Spending Accounts

    The Section 125 program allows employees to pay the premiums for the county's medical, dental and vision plans with pre-tax dollars. Flexible Spending Accounts are also available for unreimbursed medical expenses and day care expenses.

    Mental Health Counseling & Well-being Resources

    As a Weld County Employee, you and your immediate family members, now have access to join IOME for FREE. IOME is proud to be partnered with Weld County to offer you free counseling and coaching support, a self care central, and discounted self care.

    Voluntary Benefits

    Employees at Weld County have the following Voluntary Benefit plans available to them through AFLAC. Aflac offers an Accident plan, Critical Illness plan and a Hospital Indemnity plan.

    Recreation Center Discounts

    As part of the Weld County Wellness Program, employees are given discounts at the Greeley Recreation Center, the Family Fun Plex, Johnstown Family YMCA and the Ft. Lupton Recreation Center. Active and Fit Memberships also available.

    Tuition Assistance

    Regular employees who work at least 20 hours per week and have been employed with Weld for 6 months may be eligible to receive tuition assistance for qualified college courses.

    Benefits effective date is the first of the month after you have worked one full pay period.
