    Description


    Work involves managing, planning, organizing, directing and evaluating all operation and maintenance functions in the water operations division of Starkville Utilities. This position is also responsible for both the operations and administrative requirements of the water department, which includes accurate tracking of job functions, reporting, work orders, and associated costs accounting.

    ESSENTIAL JOB FUNCTIONS:
    • Ensure proper operation of Water Treatment Plant, Distribution System and Sanitary Sewer Collection System, as well as the installation, maintenance and repair of all Water Division System Facilities.
    • Establish the culture, appearance and reliable function of well-maintained facilities, property, vehicles and equipment; and acts as the lead customer service person in the field.
    • Prioritize divisional work activities through subordinate supervisors; review and process work order requests and logs, confer with subordinate personnel on a daily basis giving directions; information and priorities focusing on efficiency, work quality, cost, schedule and related customer service.
    • Responsible for personnel management; trains employees, assigns work; inspect work; coach and or counsel; conduct performance evaluations; discipline employees; may make recommendations for hiring and termination.
    • Operates a city vehicle, computer and related software, imaging equipment, and standard office equipment while performing essential functions.
    • Estimate time and cost of projects to make the most economical use of labor and materials. Participates in the development of capital improvement projects for compliance with Department specifications, regulations, and procedures.
    • Coordinates projects with other departments, agencies, or teams, consultants, developers, and/or property owners.
    • Prepare and maintain various records and reports for the division, including inspection forms, citizen contacts, purchase orders and invoices, weekly reports, maintenance records, maps, construction plans, work orders and documentation logs.
    • Communicate with department personnel and the public to resolve issues, complaints, concerns, or questions related to division work or activities in an effective and efficient manner.
    • Perform preventive maintenance. Perform other duties as assigned or directed.
    KNOWLEDGE, SKILLS AND ABILITIES:
    • Some knowledge of basic water chemistry and microbiology as it relates to treatment and supply of drinking water.
    • Some knowledge of regulatory standards and monitoring requirements under the federal Safe Drinking Water Act & applicable state law.
    • Some knowledge of water sampling techniques and procedures. Some knowledge of laboratory principles, terminology, safety precautions and equipment as they relate to water testing.
    • Knowledge of and ability to use computers applicable to the duties of the position, including MS Office software packages including Word, and Excel. Additionally, knowledge of other types of computer software for tracking Work Order progress and maintaining State and Federally required e-files.
    • Ability to follow standard water sampling and field analysis procedures and maintain sample integrity.
    • Ability to direct the use of laboratory and sampling equipment.
    • Ability to compare test results to established standards and make appropriate reports to higher level staff.
    • Ability to read and understand maps; perform spatial queries using GIS-based mapping software.
    • Ability to establish and maintain effective and professional working relationships with other Water Utility staff, the general public, customers and laboratory personnel.
    • Ability to communicate orally and in writing. Ability to work independently and as part of a team. Ability to keep complete and accurate records. Ability to operate a motor vehicle. Ability to maintain a professional attitude. Ability to maintain adequate attendance.
    • Working knowledge of work planning, tracking and budgeting.
    EDUCATION AND/OR EXPERIENCE REQUIRED:
    • High school diploma from a school accredited by a regional accrediting agency recognized by the U.S. Department of Education or GED certificate issued by the appropriate state agency. A combination of equivalent education and experience likely to provide the required knowledge, skills and abilities may be considered.
    • Must be knowledgeable of routine laboratory or field sampling work. A combination of equivalent education and experience likely to provide the required knowledge, skills and abilities may be considered.
    • 5 years of experience in utility construction, maintenance of water and sewer infrastructure, with at least 3 years of management experience.
    • Must possess a valid Driver's License and acceptable MVR.
    PREFERRED QUALIFICATIONS AND EXPERIENCE:
    • Current State of Mississippi Class "B" Water Treatment Plant Operator's license.
    • A minimum of three (3) year of routine laboratory or field sampling work aspect of water distribution systems with at least one (1) of those years in a progressively responsible role.
    • A minimum of three (3) years of management experience and interaction with direct reports in an operations setting.
    • 5 years of experience of heavy equipment use with a Class A CDL.
    • Associate's Degree construction, utilities or related technical field.
    WORKING ENVIRONMENT AND PHYSICAL DEMANDS:

    The job is performed both indoors and outdoors in all types of weather conditions. Work exposes the employee to hazards of construction sites including dangers of moving heavy equipment, inclement weather conditions, and high noise levels. Work requires regular physical activities such as walking, climbing, crawling, standing, stooping, bending, and operation of a motor vehicle. May be required to lift objects weighing up to 50 pounds without assistance. This position is considered essential during inclement weather/emergency situations and to occasional call-out during night and other off-duty time during emergency/non-emergency events.
