    360 Rail Services (360) is a railroad Consulting and Construction firm providing Engineering, Maintenance, Construction, and Operations to various clients across the US.

    Job Summary:


    The HSE Manager will oversee the development, implementation, operation, maintenance, and control of the 360's Safety Department with a clear goal of facilitating a safe and accident-free work environment for employees performing construction or maintenance at customers' sites, and other field related activities such as survey, inspections, and general rail related activities.

    The HSE Manager will serve as a focal point and leader for defining key 360's safety objectives, supporting their achievement, and measuring and reporting results.


    Responsibilities and Duties:


    Manages, plans, and implements safety policies and procedures, including 360's Safety Execution Plan in compliance with the client, local, state, and federal regulations.

    Directs, assists, and oversees safety staff in implementation, auditing, and training in establishing and maintaining a zero-injury culture.

    Performs audits at 360's jobsites to ensure that safety policies and procedures are implemented and carried out effectively, as well as providing direct oversight of subordinate safety staff in accomplishing this task as 360 grows.

    Audits to detect existing or potential accident and health hazards, determines corrective or preventative measures as necessary, follows up to ensure measures have been implemented as well as provides recommendations to executive management, staff, field operations and client, as necessary.

    Directs the investigation of accidents, incidents and or near misses as well as oversees the coordination of medical care when necessary.

    Controls and oversees staff to ensure all medical visits are documented and managed appropriately, as well as coordinates with 360 management in preparation of documentation for use in Workers Compensation or legal disputes.

    Prepares studies and analyses of accident causes and health hazards as well as oversees the preparation of incident reports, root cause analysis, and maintains the chain of documentation and evidence for use by 360 or outside agencies.

    Maintains safety files and records as well as the 360's official OSHA recordkeeping documentation; acts as primary liaison for OSHA

    inquires/correspondences

    and directs staff as necessary regarding submittal of various client and regulatory agencies reporting procedures.

    Provides assistance and advice to management regarding safety, health and environmental issues in administering 360's polices and developing long range goals and objectives for the Safety Department.

    Works personally or through subordinate supervisors to conduct safety meetings with on-site management, staff, executive management and or crews to best facilitate a positive safety environment.

    Assist with training policies, programs and schedules based on knowledge of identified training needs that incorporate 360's application processes, procedures and or services.

    Identify and arrange suitable training solutions for transient workforce, engaging in creative design and implementing effective methods to educate, enhance performance and ensure compliance needs are met.

    Organizes and oversees testing and evaluation procedures for safety training and helps to select appropriate instructional procedures or methods such as individual training, group instruction, self-study, on-line and computer-based training.

    Makes well-informed decisions, assign correct priorities, and ensures appropriate resource allocation and application to best facilitate safety execution.

    Supports and is responsive to both setting priorities and resolving issues consistent within 360's standards, policies, and procedures, as well as in compliance with contractual arrangements and governing regulations.

    Presents monthly reports on performance and objectives to 360 management and clients as requested and presents to 360 management matters requiring action.

    Coordinates and collaborates with other departments in establishing and carrying out responsibilities.
    Recruits and interviews safety candidates as well as assigning, directing, and evaluating safety staff's work performance. Oversees the development of a diversified and competent safety staff enabling on-site safety coverage on all project-sites.

    Ensures clients receive all appropriate 360 safety policies and procedures as necessary and reviews all clients' safety procedures and protocols before project execution phase.

    Assimilates all necessary information to management and field execution teams regarding site specific safety matters.
    Research, plans, organizes, and conducts training programs, seminars, and conferences for management, supervisors, and field craft employees.

    Prepares and arranges safety exhibits for industry conferences as well as gives safety presentations to clients on behalf of 360.

    Performs other project duties and functions as required and directed by management.


    Qualifications and Skills:
    Bilingual English/Spanish preferred.
    Ability to work independently and drive for results on long-term initiatives with minimal direct supervision is required.

    A college degree or a combination of education and experience is preferred with five to ten years of practical field experience in safety management related to the rail industry.

    Must understand and have knowledge of safety related best practices, OSHA, and FRA regulations, training applications, managing subordinates, and safety administration protocols.

    Good communication, presentation skills and the ability to work well with supervisors, co-workers, management, clients, government entities, and subordinates are essential.

    Good leadership skills and proactive decision making and problem solving is necessary. The ability to oversee multiple tasks, customer correspondence and maintain a detailed schedule is required.
    Additionally, must generate and or interpret standard reports, operational protocols, and manuals of instructions associated with 360's maintenance, construction, and field related

    Utilization of computer skills to navigate programs such as Microsoft Word, Excel, PowerPoint, Access, Procore, and Outlook to coordinate job activities and other safety programs is necessary.

    Must be able to meet customer qualifications to access job sites such as background check assessments, multiple and random drug testing, and training requirements; and must be able to travel for domestic duties.

    Understanding and familiarity of Procore is a plus.

    The ideal candidate will have experience administering a safety program from an online platform with familiarity of navigating project software.

    Physical Demands

    This position will require travel to and around project locations and offices (60%/40%) Ability to communicate orally with customers, management, and co-workers, both individually and group settings.

    Regular use of the telephone and e-mail for communication is essential.

    Activities may include but are not limited to extended periods of sitting, extensive work at a computer workstation, 12 hour on-site shifts either night or day, utilizing necessary PPE, using hand tools, as well as other typical maintenance activities.

    Work Environment

    The job may be performed both indoors in an office setting and outdoors in a variety of settings including possible hazardous conditions in and around construction or maintenance activities, on site inside of customer facilities or on railways.

    Exposure to loud noises, dust, dirt, irritants, and smoke may occur.

    Special PPE may be necessary to control some hazardous environments in which you must verify requirements with site management or the client's procedures.
