    I) Job Purpose


    The Healthcare System of Care Network Administrator oversees an integrated system of mental health clinics, residential and respite locations, and community programs.

    They implement the CCBHC model to coordinate providers and services, enhancing efficiency, accessibility, and quality of care while ensuring compliance with CCBHC, CARF, and NCQA standards.

    Managing resources and fostering collaboration across the MHMR healthcare system, the Administrator leads grants, contracts, and standards. This role demands strong organizational skills, effective communication, and expertise in healthcare systems, accreditations, quality improvement, and regulations. The Administrator collaborates with the Deputy Chief of System Network and other Administrators.


    II) Essential Functions

    A) Program Development:
    a) Collaborate with patients and families, staff, and other stakeholders to identify needs and opportunities for program development within the healthcare system of care network.

    b) Design, plan, and implement programs that address identified gaps and improve the overall quality of care provided to patients.

    c) Utilize the strategic plan to ensure program development and objectives are in alignment with organizational goals and regulatory requirements.


    B) Program Management:
    a) Develop and maintain program timelines, budgets, and resources to ensure successful implementation and sustainability of programs, contracts, and grants.

    b) Coordinate activities and initiatives across multiple departments and stakeholders involved in program delivery.

    c) Monitor program progress, track key performance indicators, and identify areas for improvement or optimization.

    d) Conduct regular evaluations to assess program effectiveness and impact on patient outcomes.


    C) Stakeholder Engagement:
    a) Cultivate positive relationships with internal and external stakeholders, including patient and families, staff, healthcare providers, administrators, community organizations, and regulatory agencies.

    b) Facilitate communication and collaboration among stakeholders to promote synergy and alignment of efforts towards common goals.

    c) Serve as a liaison between the healthcare system of care network and external partners to foster partnerships and leverage resources.


    D) Compliance and Quality Assurance:
    a) Ensure compliance with relevant healthcare regulations, policies, and standards governing program operations and patient care.

    b) Ensure accreditations such as CCBHC, CARF and NCQA are implemented to fidelity.

    c) Implement quality assurance measures to uphold standards of care and patient safety within the network.

    d) Provides oversight for audits and implementation of corrective action plans and quality improvement plans.

    e) Identify and address any regulatory or compliance issues that may arise during program implementation.


    E) Data Management and Analysis:
    a) Oversee the collection, analysis, and interpretation of data related to program outcomes, utilization, and patient demographics.

    b) Use data-driven insights to inform decision-making, identify trends, and drive continuous improvement initiatives.

    c) Prepare reports and presentations summarizing program performance and outcomes for internal and external stakeholders.

    G) Performs other job duties or responsibilities as requested or assigned.

    F) Ability to communicate effectively in both written and verbal formats.

    IV) Internal & External Customer Service
    A) This position requires extensive internal and external contacts. The employee will accomplish this with advanced written and verbal skills.


    V) Travel
    A) Adhere to MHMR Mileage and Travel reimbursement policy and any other aspect regarding travel.

    B) This position requires limited travel to various sites within the service area, as well as rare travel to meetings, conferences, or trainings that occur within the State of Texas or the United States. Overnight stays may be required.

    A) Utilized as required for position.

    Minimum Education:
    Bachelor's Degree

    B)

    Defined Education:
    Business, Finance, Accounting, or Health and Human services field

    C)

    Preferences:
    Master's Degree (Business, Finance, Accounting, or Health and human services field)

    D)

    Substitutions:
    None

    E)

    Years' Experience:
    Twelve (12) years

    F)

    Defined Experience:
    Healthcare budgeting, finance, or a related field

    G)

    License/Certifications:
    Valid Texas Driver's License

    H)

    Special Courses:
    None

    I)

    Supervisory Experience:
    Eight (8) years


    VIII) Agency Requirements
    A) All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key/essential staff level function during critical events or for the purpose of sustaining business continuity.

    B) This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.

    C) Assigned work hours may change as the needs of the agency change.

    D) The Functional Title of this position may change as the needs of the agency change.

    E) All work will be completed within the scheduled work hours.

    All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.

    F) MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.

    G) Employment is at will, as well as agency needs may change.

    H) Agency dress code is to be followed at all times.

    I) Physical on-site presence, including regular attendance and punctuality, is an essential function of this position.

    Any changes or adjustments to your assigned work schedule or shift hours must be approved by your supervisor in advance.
