Description
GENERAL PURPOSE
Perform
supervisory and complex technical duties related to the development and maintenance of county property-related documents, records, maps, plats, and ordinances for the purpose of assessing property taxes and supporting other county functions.
SUPERVISION RECEIVED
Work under the general supervision of the County Assessor.
SUPERVISION EXERCISED
Provide direct or general supervision to Plat/Mapping staff.
ESSENTIAL FUNCTIONS
Supervise platting and mapping functions; assure quality of division work processes and completed projects; coordinates with GIS Department for the development and maintenance of County's online mapping system for property related data.
Determine and monitor performance standards; assign projects and distribute workload; evaluate employee's work performance and make decisions or recommendations affecting job retention, advancement, discipline, and discharge; maintain subordinate work record, approve time sheets and account for employee leave accrual and use.
Coordinate work projects and assignments of Plat/Mapping Department; assume responsibility for project management and quality assurance; provide training to subordinates and review/verify detailed nature of computerized and manual projects and work assignments.
Research various resources to resolve complex problems in property ownership, descriptions, and others; make routine contacts with title examiners, surveyors, attorneys, the public, and other county and private personnel to remedy such problems.
Apply knowledge of maps, surveys, Public Land Survey System (PLSS), basic geometry, mathematics, and Coordinate Geometry (CoGo) on Computer Aided Design (CAD)/Geographic Information Systems (GIS) software to draw complex metes-and-bounds; locate properties and verify legal descriptions and closures; identify boundary changes; scale and print maps.
Review plats and ordinances to verify ownership, numbering conventions, tax codes, and legal descriptions; process property splits, combinations, plats, and ordinances; update property lines on the County's online parcel layers.
Research legal documents, aerial photos, historical maps, surveys, or satellite images to identify existing right-of ways, easements, section dimensions, property boundaries, water boundaries, and other landmarks to identify and/or resolve section corners, parcel boundaries, gaps, and overlaps, using principles of boundary and title law.
Develop and maintain effective working relationships with supervisors, fellow employees, and other County Departments, software representatives, State Tax Commission, and other entities, for troubleshooting and problem solving; provide intra-departmental meetings; attend inter-departmental meetings.
Maintain and expand current knowledge of existing technologies as they relate to the County and State guidelines and GIS technologies.
Perform other job-related duties as required.
MINIMUM QUALIFICATIONS
AND
B. Must have completed State Tax Commission Appraisal course 1, Basic Mapping course, and International Association of Assessing Officers (IAAO) course 600 and 601;
AND
C. Five (5) years of experience performing above and related duties or solid demonstration of equivalent performance;
AND
D. Two (2) years of specialized training related to computerized mapping, or other related areas;
OR
E. An equivalent combination of education and experience.
Required Knowledge, Skills, and Abilities:
Thorough knowledge of technical terminology, principles, technics, resources, and application software that are associated with mapping, drafting, cartography, and GIS; legal documents such as deeds and probates; mathematics and geometrical terminology and operations; Idaho State Statutes related to properties and ownership.
Working knowledge of principles of supervision and leadership abilities with a strategic mind.
Considerable skills in equipment (printer, scanner, etc.) and application software that are associated with mapping, drafting, cartography, and GIS, to map, draft, and print parcels; standard Microsoft Office and other software operations; mathematical computations; standard Microsoft Office software and other computer applications.
Ability to lead the department and prioritize tasks to meet deadlines; collaborate with a team exhibiting meticulous attention to detail, excellent organization, and time-management skills; adapt to new situations; read and understand legal documents and maps; understand geometry; perform complex mathematical computations; operate existing or new technical mapping software and other computer programs; work independently and in a team on specific assignments; communicate effectively, verbally and in writing; develop effective working relationships with managers, subordinates, and fellow employees; apply mental skills for emotional stability, critical and logical thinking, creative problem solving, in-depth research, verbal instructions, and attention to and memory for details; work under pressure in a timely manner; encourage introspection, connection and ambition.
Work Environment:
Incumbents of the position perform in a typical office setting with appropriate climate controls.
Tasks require a variety of physical activities, not generally involving muscular strain, but do involve walking, standing, stooping, lifting, sitting, reaching, talking, hearing, and seeing.
Rapid work speed required for performing keyboard operations. Common eye, hand, finger, leg, and foot dexterity exist. May require occasional travel for training.Disclaimer:
