    Job Title: Senior Program Manager

    ***Currently the position is 100% remote, but that could change if the Governor decides to call Commonwealth employees back into the office on a full-time or hybrid basis.***

    Client Description:
    • The current telework policy is subject to change at the Governor's discretion. When new BA consultant resources are on-boarded, it is required that this person would meet the individual when they come in for their first day to obtain equipment.
    • There may be additional in person requirements but those would be communicated in advance (team building opportunities, conferences, trainings, etc.).
    • For first day processing, possible badging and to pick up commonwealth- issued equipment candidate must physically report to The Keystone Building, located at 400 North Street, Harrisburg, PA 17120.
    • There is metered, on- street/parallel parking in front of and around the building. Client is not responsible for parking costs.*** ***Interviews will be virtual via Microsoft Teams.
    • This position reports to the IED Delivery Center BA Section Manager. IED Delivery Center provides IT services for these Pennsylvania state agencies: DCED, OSFC, PEMA, and Client.
    Job Description:
    • In conjunction with the IED Delivery Center BA Section Manager
    • Organize, direct, prioritize and control work efforts by the BA consultants o Provides information on BA consultant work for project ball park estimates and project change requests as needed
    • Gathers information from IT Project team stakeholder to create scope of work for the consultant business analysts
    • Provide oversight to consultant BA resources working on various IT projects.
    • Serve as an escalation point for project issues.
    • Provide quality assurance for all consultant BA work products.
    • Develop, maintain and improve on business analysis templates used by employee and consultant Client in the delivery center.
    • In addition, this position may assist other BA consultants on IT projects or serve as the single consultant BA on projects. Experience required:
    • More than 5-7 years of relevant business analysis experience
    • Experience in providing business analysis services managed with various project management methodologies.
    • The Delivery Center primarily uses iterative, agile and hybrid although familiarity with waterfall is a plus.
    • Experience in providing business analysis services following the full range of System Development Life Cycle including but not limited to:
    • Identifying, documenting, and maintaining traceability of Functional and non-functional requirements
    • Managing system configurations and content management.
    • Developing and implementing test plans in various types of testing (regression, integration, user, etc.)
    • Developing detailed use cases from existing business requirements and adding the traceability with system requirements.
    • Developing user training materials
    • Strong organization skills
    • Strong written and verbal skills
    • Experienced in developing graphic representations of complex business processes.
    • Strong facilitation skills
    • Experience in managing people and their work on multiple small to large scale projects
    • Strong conflict resolution skills
    • Strong consensus building skills
    Required Skills:
    • Business Analysis experience.
    • 4-year degree or equivalent education.
    • Experience in providing business analysis services managed with various project management methodologies.
