    What You Will Be DoingTyto Athene is seeking an experienced Program Analyst to support a Government Program Management Office in Suitland, MD

    Responsibilities:


    Work is located 100% on government site (no telework).Provide project management, control, analysis, and technical support to government Program Managers.

    Provide program life cycle support, including technical analysis, acquisition planning, contracts management, scheduling, integrated logistics support (ILS), milestone review, and quality management.

    Provide evaluation, analysis, and documentation for program planning and designImplement strategic planning with multiple agencies and working agreements with NAVSEA warfare centers, NAVWAR, Federally Funded Research Centers (FFRDC) and University-Affiliated Research Centers (UARC).Communicate customer requirements to tasked activities.

    Communicate with customer on priorities, tasking and deliverables.
    Develop and review program planning documents, budget preparation and financial tracking. Participate in Program Objective Memorandum (POM) and Budget Estimate Submission (BES) processes. Evaluate program cost realism.

    Provide systems engineering, research, development, test & evaluation (RDT&E) support for acoustic augmentation equipment on deploying Navy platforms, including operational requirements, statements of work (SOWs), and operational support.

    Understand In-service Engineering Agent (ISEA) and Technical Design Agent (TDA) roles and responsibilities necessary to ensure Navy deployable systems are effective and suitable, including coordination of component delivery, installation, testing and removal.

    Conduct technical/financial review of documentation and provide improvement recommendations.

    Interface between the Program Office and various stakeholders, including NAVY Laboratories, technical/design agents (field and R&D activities, test facilities, vendors), FLEET Type Commanders, and other government agencies.


    Required:


    Current active TS/SCI clearance (must have current SSBI) as reported in DISS.Bachelors Degree in engineering or other technical discipline and or relevant technical experience equivalent to a B.S.

    Degree.

    Eight (8) years of experience supporting DOD program acquisition, lifecycle support, development, testing, and program management support of augmentation equipment.

    Two (2) or more years experience with acoustic, data / signal processing and analysis systems, and architectures.
    Familiar with the preparation, review, and approval process of temporary alteration (TEMPALT) documentation for Navy platforms.

    Understanding of the DOD 5000 Acquisition System, Planning Programming Budgeting & Execution (PPBE) system, and Federal Acquisition Regulation (FAR).Excellent communication skills (written and oral), able to effectively interact with customers, partners, and associates at all levels.

    Ability to multitask in support of numerous projects with a demanding workload.
    High proficiency with MS Office Suite, web-based applications, and databasesDesired:Former DOD (military or civilian) experience.
    Understanding of Navys processes for installing and deploying technical systems.
    Completion of various DAU and Project Management coursework/certifications#J-18808-Ljbffr
