    DEFINITION

    Police Records Clerk I:

    Under direct supervision, perform detailed clerical work of average complexity in connection with processing and maintaining sensitive and confidential police records; operate computerized Records Management System; receive money; provide customer service both at the counter and on the telephone; and to do related work as required.

    Police Records Clerk I is an entry-level position and Police Records Clerk II is the journey level class in the series requiring average knowledge and computer experience.

    Incumbents in this class, working within established procedures are expected to carry out general clerical duties, following oral and written directions, learn to exercise independent judgment, and have the ability to work in groups to achieve common goals.


    Police Records Clerk II:

    Under supervision, Police Records Clerk II are expected to work within established procedures at a wide variety of keyboarding, data-entry, and general clerical duties, exercise independent judgment and provide training, technical and clerical supervision over less experienced staff.


    Both the Police Records Clerk I and Police Records Clerk II have frequent contact with the public and other law enforcement agencies.

    Incumbents deal with sensitive and confidential information on a daily basis and are required to work under pressure.


    Positions in the Police Records Clerk II class are flexibly staffed and normally filled by advancement from the Police Records Clerk I class, or when filled from the outside, require specific clerical experience.

    Appointment to this class requires the employee to be performing substantially the full range of police records clerk duties and to meet the qualifications for the class.


    EXAMPLE OF DUTIES


    Either manually or through the use of computers, as appropriate, does responsible record processing work in the maintenance of confidential Police Department records; answer a variety of procedural questions and provides information from established departmental records to the public and other law enforcement agencies via telephone, in person, and in writing; routine data input for computer processing; operate a variety of office machines, including computers, adding machines and Dictaphone/transcriber; collects and records fees; prepare court packages; and perform related duties and responsibilities as assigned.

    At the Police Records Clerk II level you may be required to train employees.


    MINIMUM QUALIFICATIONS

    Knowledge of:
    Appropriate English and correct spelling, grammar and punctuation; basic arithmetic; and use of personal computer applications. Modern office methods, equipment, and procedures including filing and indexing methods are desirable.

    At the Police Records Clerk II level personal computer applications running in WINDOWS and modern office procedures including filing and indexing methods.


    Ability to:

    Police Records Clerk I level: Keyboard at a speed of 40 words a minute from clear copy; perform detailed clerical work of average difficulty; use appropriate English and vocabulary and correct spelling, grammar and punctuation; learn, interpret, and apply applicable ordinances, policies, and laws; exercise good judgment and discretion in releasing information; learn to perform assigned duties independently or under general supervision; understand and carry out oral and written directions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.


    Additionally, at the Police Records Clerk II level: Keyboard at a speed of 45 words a minute from clear copy and perform assigned duties independently or under general supervision.


    Experience:

    Police Records Clerk I:
    None required.

    Police Records Clerk II:

    Two years of full time, clerical experience involving data entry, general office work, and public contact, desirably in a public sector law enforcement agency.

    Additional education may be substituted for one year of the required experience on the basis that one year of education equals six months of experience, utilizing a maximum of two years of additional education.


    Education:
    Graduation from high school or equivalent.

    Benefits

    Effective September 1, 2019

    I. HEALTH & WELFARE

    A.

    Medical Insurance Benefits - The City will contract with Teamsters Union Local 856 Health and Welfare packages for the purpose of providing employees with medical insurance benefits.

    B. Cafeteria Plan Allowance


    Effective December 1, 2022, the City will provide each eligible active employee with a monthly Cafeteria Plan Allowance for the purpose of participation in a Section 125 Cafeteria Flexible Benefits Health and Welfare Plan.


    The City's monthly contribution will be as follows:
    No Coverage $500.00

    Teamsters Teamsters Union Local 856 composite rate or amount equivalent to CalPERS Kaiser Bay area family rate, whichever is lower

    From the Wage Supplement Dollars, employees must purchase the following qualified benefits:


    • City-sponsored life insurance ($50,000)
    Monthly premium at the current coverage rate of $0.235 per $1K effective 4/1/2021.


    • City-sponsored dental/orthodontic insurance
    Maximum annual dental benefit $1,000 Non-PPO/ $1,100 PPO

    Maximum lifetime orthodontia $1,000

    Monthly premium of $98.97 effective 1/1/2020

    OR


    • Teamsters sponsored dental plan
    C. Cash In Lieu

    Cash in lieu shall be $500 per month (see MOU for eligibility info)

    Employees have the option to purchase the following qualified benefits:


    • Additional Term Life Insurance - Available in $10,000 in any amount between $10K and $750K not to exceed 5 times Annual Earnings for member. Also available for spouse and children. Rates vary depending on age of the employee.
    • Voluntary Vision - Superior Vision offers coverage for exams and frames & lenses or contact lenses. Monthly premium varies from $8.14 for an Employee Only plan to $28.40 for an Employee + Family plan.
    C. Long Term Disability Insurance


    Premium:
    $35.00/mo


    City Pays:
    $26.50/mo per employee


    Employee Pays:
    $ 8.50/mo ($4.25 biweekly for 24 pay periods)


    • Vision Reimbursement Program
    Employees and their dependents are eligible for a maximum of $200.00 per year per family for frames or lenses. The reimbursement may be requested every 12 months.

    E. State Disability Insurance - Enrolled in State of CA Plan; Fully paid by the employee through payroll deduction. For 2024, the cost is 1.1% of base salary.

    II. RETIREMENT - PERS 3% @ Age 60


    3% @ Age 60 for Classic Members Effective 01/01/2013; Third Level of 1959 Survivor Benefit, One Year Final compensation, annual cost of living allowance (3%); Pre-Retirement Optional Settlement 2 Death Benefit.

    2% @ Age 62 for New Members Effective 01/01/2013; Three Year Final Compensation

    Employer contribution: 37.816% (includes 7.596% bond) effective 07/01/23

    Employee contribution: 14.26% for Classic Members or 7.50%* for New Members

    (*Effective 7/1/23 New members contribution will increase by 0.5%)

    The City pays 0% of employee contribution.

    In lieu, the City provides 414h, a one-time, irrevocable option for employee to elect to have his or her mandated PERS member contribution picked up by the City.

    Electing this option authorizes the City to designate the mandatory contribution on a tax-deferred basis.

    Clerical Technical employees contributes 6.26% towards the employer's share of PERS contribution.

    III. HOLIDAYS - 12 paid holidays per year

    IV.

    SICK LEAVE - Affected employees may accrue sick leave at the rate of 12 working days per year (96 hours total).

    Pay out (one-half of employee's total accrued sick leave hours) applies ONLY at retirement, death, or abolishment of position.

    Employees hired on or after 7/1/20 shall not be eligible to cash out sick leave upon separation from employment.

    IV.

    VACATION - 13 days after one year of employment; 18 days after five years of employment; 23 days after 13 years of employment; and 28 days after 21 years of employment.


    Full time shall be eligible to use accrued vacation during their probationary period upon approval of their department head or designee.

    V.

    VACATION CASH OUT - On or before the pay period which includes December 15 of each calendar year, an employee may make an irrevocable election to cash out up to 40 hours of accrued vacation (in whole hour increments) which will be earned in the following calendar year at the employee's base rate of pay.

    On the pay day for the pay period which includes Thanksgiving in the following year, the employee will receive cash for the amount of vacation the employee irrevocably elected to cash out in the prior year.

    However, if the employee's vacation leave balance is less than the amount the employee elected to cash out (in the prior calendar year) the employee will receive cash for the amount of leave the employee has accrued at the time of the cash out.

    VI. MILEAGE Effective January 1, 2024, reimbursement rate is 67 cents per mile.
