    Position, Navigation, and Timing (PNT) System Analyst IV (SA IV)


    supporting the Depart of Defense Chief Information Office Mission Support Service (CMSS) Contract at the Department of Defense located at the Pentagon, Washington DC.


    What You'll Get to Do:


    The PNT SA IV will support DoD CIO GPS/PNT Core Support Services enterprise goals, increase mission effectiveness, and deliver efficiencies.

    Additionally, the SA IV will analyze science, engineering, business, and other data processing problems to implement and improve information systems and architectures within the requirements of the DoD CIO GPS/PNT Task Order.


    More About the Role:
    Develop operational implementation policy, requirements, and guidelines for GPS and related PNT systems within the DoD PNT Enterprise.

    Provide support in the areas of analysis, design, development, implementation, and maintenance of software, systems, and technologies. Including the development, implementation, and maintenance of strategy, doctrine, standards, policies, and procedures.

    Analyzes, designs, evaluates, and plans business architectures and information technology (IT) systems architectures to optimize the enterprise IT architecture.


    Establishes goals and plans that meet project objective and directs the activities of more junior personnel or other staff as necessary.


    Research, development, review, and coordination of Interagency Agreements and Memoranda of Understanding between the DoD and other Federal Departments and Agencies regarding non-DoD use of GPS or access to GPS PPS or other capabilities within the DoD PNT Enterprise.


    Assist in research and program oversight of the GPS Block II and Block III space, control (operational and modernized), and user segments, and of other DoD PNT systems.

    Assist in overseeing and coordinating acquisition activities.


    Develop management procedures, processes, and maintain requisite technical capabilities to support DoD CIO in the PPBE process, including the research and development of program guidance and acquisition policy related to GPS, Navwar, and PNT systems, review of Service Program Objective Memorandum (POM) submissions, research and development of program and budget, and the formulation/review of budget estimates.

    Support participation in USD(AT&L)-chartered IPAs, OSD DAES reviews established to provide oversight and review of the DoD's GPS acquisition.

    Provide GPS and PNT
    Technology Export Oversight: 1. Research and development of policies and guidelines for foreign manufacturing, integration, and maintenance of GPS user equipment. 2.

    Research, assessments and process support to the Export Licensing and Control activities governing the sale and release of equipment and technologies to foreign countries or commercial companies.


    You'll Bring These Qualifications:
    Active TS/SCI security clearance

    Master's degree or equivalent and 12 years of related experience working with GPS/PNT and National Leadership Command Capability.


    Possesses in depth knowledge of the enterprise, logic, systems, programming, and components, and a broad range of knowledge across the organization business, data, technology, applications, and organizational views.


    Expertise in the application of modeling and simulation tools to perform engineering analyses of the PNT solutions that represent existing DoD programs (e.g., GPS).


    Meet the IAT Level II security certification requirements required by DoD M, such as CompTIA Security + or CASP, etc.


    Familiarity with the National Capital Region (NCR) and knowledge of DOD (services, components, COCOMs, etc.) and the various players/stakeholders in the Senior leader communications mission domains and with U.S.

    PNT stakeholders.

    Have strong technical expertise and skills using MS Office products (word, excel, teams etc.)


    Demonstrate strong writing skills in order to provide finished briefing products, fully developed correspondence packages and policy document reviews and recommendations.


    Demonstrate the ability to work productively with diverse organizations across the DoD, civil government agencies, other branches of government, and international representatives and agencies.
