    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS


    The mission of the Fleet Management Department is to provide the City of Houston with best value, fleet management services.

    To accomplish Fleet's mission and our vision of being recognized as the best managed fleet in the country, the Contract Division within the Fleet Management Department is actively seeking a Contract Compliance Officer.

    The Contract Compliance Officer is a Tier 1 position and can make an immediate impact and add value towards the achievement of these goals.

    The purpose of this division is to review contract compliance of parts and service Outline Agreements for adherence to City of Houston policy.

    The purpose of the Contract Compliance Officer position is to perform routine administrative duties in the standard review and investigation of compliance with contractual agreements set forth by Municipal, State and Federal regulations.

    Process Play or Pay Performance Reviews for 100+ FMD BPA and SVA contracts. Review MWBE compliance goals as set forth by OBO. Generate ADD/Delete Letters forwarded to SPD for completion. Complete POP contract requirements monthly. Proactively resolve concerns addressed by other divisions, such as Parts and Maintenance Operations.

    Responsible for submitting Change Orders (CO's) to initiates the required procedures for requesting work or services outside the normal scope of basic services in a contract.

    Ensure all contractor quotes and supporting documentation are obtained to secure funds for services rendered by the contract. Adhere to and all processes are in accordance with current policies and regulations. Requires a thorough understanding of both theoretical and practical aspects of contract management. Attend monthly contract compliance meetings with City of Houston vendors.

    The Contract Compliance Officer duties will include but are not limited to:


    • Verifies and processes applications for contracts, licenses and/or permits.
    • Conducts on-site interviews with city contractors, vendors and service suppliers to monitor compliance with contract regulations.
    • Provides program requirement information to the public and outside agencies by telephone and/or mail.
    • Conducts studies and outreach activities to recruit and maintain contractors, vendors and licensees.
    • Compiles data and prepares periodic reports as requested. Audits certified payrolls to verify payment of prevailing wage rates.
    • Performs professional administrative tasks reviewing and investigating compliance with service contracts.
    • Uses analytical ability to obtain and interpret data and compiles complex reports in a logical manner in order to select the correct action.
    • Other duties as assigned.

    WORKING CONDITIONS
    The position is physically comfortable; the individual has discretion about walking, standing, etc. There is only a slight source of discomfort from exposure to less-than-optimal temperature and air conditions.

    The position may involve dealing with situations where occasional exposure to office chemicals and/or periodic use of a video display terminal are required.

    Requires the ability to make simple gross motor responses within large tolerances.


    EDUCATIONAL REQUIREMENTS
    Requires a Bachelor's degree in Business Administration, Public Administration, Liberal Arts, or a related field.

    Responsible, professional administrative experience may be substituted for the above education requirement on a year-for-year basis.

    Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.


    Preference will be given to applicants who are able to multitask efficiently with three (3) years or more of experience in budget analysis, public administration, Thorough knowledge of SAP, DocuSign, and Microsoft Office Suite is greatly desired.

    A valid driver's license. is also a plus.
