    Who We're Looking For (Position Overview):

    Spry is seeking an experienced Director, Proposal Operations to support growing business and will have a deep understanding of the Federal and DoD contractual environments, which includes the capture, RFP, RFI, pricing and overall proposal process.

    The candidate will support the Spry Growth organization and will be a detail-oriented, focused individual who has the ability to multi-task with ease.

    A strong knowledge of how to review and qualify opportunities, help socialize opportunities to the appropriate growth/business leads at Spry, provide support with data calls, industry days, development of proposals, white papers, and overall promotion of Spry capabilities.

    What Your Day-To-Day Looks Like (Position Responsibilities): * Responsible for managing and supporting multiple captures and proposals across Spry's lines of business simultaneously while customizing application of best practices to the unique needs of each bid, reporting to the SVP, Corporate Strategy.


    • This position will engage with internal team such as President, Vice Presidents, Directors, and Program Managers, and external partners and customers at all levels in order to fully understand and articulate customer needs, corporate capabilities and a variety of technical topics and service offerings.
    • Analyze solicitations to determine proposal requirements; develop compliant and responsive outline and provide to department head for timely approval of solicitation release; develop compliance matrix while coordinating with appropriate growth and service delivery teams to identify resources required to support capture or proposal effort.
    • Support capture and proposal team members in meeting responsibilities and deadlines; proactively remind team members of upcoming deadlines.
    • Manage the proposal process from RFP release to client delivery. This includes "owning" the document, communicating proposal needs and expectations to team, setting and maintaining internal draft deadlines, writing, editing, and proofreading complex proposals, government forms, and quality control document checks to meet all client requirements.
    • Manage proposal production through preparation, editing, and final delivery of a coherent, complete, compliant, consistent, correct proposal, and assist in coordinating all proposal sections (Past Performance, Technical Management, Pricing) and complete all required Government forms
    • Provide proposal writing support to communicate solutions, value propositions, and win themes
    • Research, identify, and qualify target accounts through effective outreach methodologies and effective communication of our value proposition to customer and partners
    • Develop targeted questions, consult with technical and program management staff to extract information necessary to develop technical and managerial solutions. Work with technical staff to develop strategic win themes to carry over from statement of qualifications, proposals, and interview presentations.
    • Support proposals and task order responses for Federal GWACs/IDIQs/BPAs
    • Support the development of competitive analysis (SWOT, win themes and risk mitigation plans).
    • Aid in development of technical and management white papers and Requests for Information (RFI)

    What You Need to Succeed (Minimum Requirements):

    • Top Secret Clearance is required
    • Successful candidate must have at least 10 years of experience reviewing federal opportunities and familiarity with federal government procurement and proposal process.
    • Full lifecycle proposal development experience (RFI, RFP, RFQ, Task Orders & Delivery Orders), with recent experience editing and/or authoring proposal sections.
    • Experience in both task order proposal and large, complex proposals
    • Experience with generating proposal materials (outlines, briefings, schedules, compliance, etc.) and leading large-scale proposal effort and ensuring full compliance review of all documentation
    • Must have excellent written and oral presentation skills, with an exemplary work ethic, be detail oriented, possess independent initiative to work with little direction and handle multiple tasks, and excel in a deadline-driven environment.
    • Experience using tools including, CRM Tools such as GovWin IQ, BGOV, Salesforce, and/or research experience with BETA.SAM.GOV , USASPENDING.GOV , DATA.GOV , FPDS-NG, etc
    • Expertise with MS Office suite (Word, Excel, PowerPoint, etc.), SharePoint and PDF programs Ideally, You Also Have (Preferred Qualifications):
    • BS/BA from accredited university with well-rounded government and business experience to include experience in the federal/DoD market in a proposal-writing environment
    • A detailed understanding of the Federal marketplace, including potential customers, partners and competitors, as well as experience with government-wide and procurement vehicles.
    • Interface regularly with senior management and executive leadership to resolve issues related to capture planning and/or quality and timely proposals submission.
    • Shipley trained, ability to write and/or edit compelling proposal narrative and oral presentation slides
