    Duties Summary


    Performs paraprofessional work in planning, organizing, coordinating, and implementing program activities for one of the County's comprehensive programs for the elderly and other designated target groups; may supervise lower level personnel; and performs other related duties as required.


    There are two (2) immediate vacancies:

    • One (1) permanent full-time vacancy with the Department of Parks and Recreation - Elderly Activities Division in Kau.
    • One (1) permanent full-time vacancy with the Department of Parks and Recreation - Elderly Activities Division at the Pahoa Senior Center and provides services to the Puna District.


    The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list.

    Temporary appointment may lead to conversion to permanent appointment.

    Examples of Duties


    • Assists the program directors in planning for one of the County's programs for the elderly and other target group individuals.
    • Assists in developing and implementing program goals and objectives.
    • Plans, organizes, and coordinates the county-wide home delivered meals program, a subprogram of the Elderly Nutrition Program.
    • Assesses applicant referrals.
    • Determines eligibility for participation.
    • Monitors the quality of meals and inspects meal sites to ensure compliance with Department of Health regulations.
    • Conducts surveys and establishes contacts with program participants in order to gather information to determine levels of interest and areas of need.
    • Assists in the coordination of services and activities with other public and private agencies in order to promote support for program activities.
    • Recruits, interviews, and makes recommendations for filling vacancies at the line level.
    • Orients, trains, supervises, and evaluates assigned staff and/or volunteers.
    • Evaluates program operations to ensure maximum efficiency of time, resources, equipment, and supplies.
    • Coordinates staffing, transportation, and route schedules.
    • Conducts initial registration of participants and updates record on participants.
    • Makes staff and volunteer assignments.
    • Provides direct client services.
    • Monitors the efficiency of the meal delivery system.
    • Recruits senior volunteers and assesses their interests, abilities, and suitability for volunteer placement.
    • Responds to agency requests for volunteers by selecting and coordinating placement of suitable volunteers.
    • Serves as field liaison between the program, volunteer stations, and volunteers.
    • Maintains inventory of supplies and equipment.
    • Reviews requests for purchases.
    • Assists in recruiting instructors to provide classes and workshops such as ceramics, hula, and other types of recreational or craft activities.
    • Plans, develops, and coordinates social, recreational, and educational activities for program participants.
    • Regularly evaluates and monitors the effectiveness and quality of the activities and services offered.
    • Oversees the maintenance of the grounds, buildings, and equipment of a senior center.
    • Participates in the development of policies and procedures for utilization of facilities and equipment at a senior center.
    • Participates as a member of an interdisciplinary case management team for the frail and vulnerable elderly.
    • Serves as a resource speaker, facilitator, or trainer upon request.
    • Maintains files and records; prepares reports as required.
    • Attends required meetings, workshops, and training.
    • Performs other related duties as requested.
    Minimum Qualification Requirements


    Training and Experience:
    A combination of education and experience substantially equivalent to:

    * graduation from high school, and
    * three (3) years of work experience which involved programs or services dealing with the special needs of the elderly (persons 55+ years of age) or other target group individuals (adults with disabilities). The work performed shall have included interviewing, counseling, organizing activities and/or providing information, referral, and outreach, and
    * possession of a valid State of Hawai`i driver's license (Class 3) or any other valid comparable driver's license at the time of filing. You will be required to submit your valid driver's license at the time of hire.

    Note:

    Prior to completion of probation, possession of current American Red Cross Standard First Aid/CPR/AED certification or other current equivalent certificates.


    Examination:
    All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.

    An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

    Knowledge of:

    the characteristics and needs of the elderly and target group individuals; pertinent functions of County, State, Federal, and private non-profit agencies; community resources pertaining to the elderly and target group individuals; interviewing techniques; public relations; principles and practices of supervision.


    Ability to:

    establish and maintain effective working relationships with persons possessing a wide range of educational and work experience backgrounds, agency employees, representatives of community groups and the general public; plan, assign, coordinate, schedule, and direct the work of others; interpret and apply regulations, policies, and procedures; learn the basic nutrition principles, i.e., recommended daily allowances; prepare various reports and correspondence; speak effectively before groups.
