    Job Description: ACT1 Federal is seeking a Building Partner Capacity Program Analyst to support the US Navy.

    The Building Partner Capacity (BPC) Program Support Team provides security cooperation logistic and management support to the 240 Division in pseudo-FMS case planning, administration, management, logistics, training, and financial matters. The Team evaluates, assesses, and makes recommendations regarding the planning and execution of BPC programs.
    • Supporting DoN, DoD, and DoS security cooperation, security assistance, FMS, and particularly BPC programs
    • Supporting BPC case planning, administration, management, logistics, training, and financial matters
    • Analyzing enterprise-wide BPC programs, and make policy, program, and performance recommendations
    • Routinely assess overall BPC program status and provide advice on progress and relevant timelines
    • Providing advice, analysis, coordination, and prepare technical papers regarding strategic goals, meetings and symposiums, and conferences
    • Experience building/maintaining/monitoring BPC reports
    • Employ DSAMS, SCIP, and related information management systems to support BPC case development and management efforts
    • Familiar with Case Development processes, tools, opportunities, and inhibitors
    • Supporting the development and maintenance of analytic products, including engagement sheets, information papers, and briefs
    • Providing advice and support regarding DoN level reporting requirements and prepare assigned reports (i.e., monthly Chief of Naval Operations (CNO) reports, internal Navy IPO products, annual FMS Forecast Reports, and other related quantitative and qualitative reports.)
    • Supporting Navy IPO customer engagements, presentations and client meetings, as required
    • Daily interface with the Navy IPO client to support the completion of specific tasks of a project within estimated timeframes and budget constraints
    • Attending and maintaining minutes for FMS enterprise activities and high-level meetings for IPO-240

    Requirements

    • Active Secret clearance required
    • Education/Experience - Bachelor's Degree with five years in SA/FMS programs, acquisition support, international affairs, political science, business, and/or engineering
    • This includes experience in areas such as analysis and evaluation of FMS programs, recommending and ensuring the efficient execution of programs, FMS sales, engineering, technical and logistics support, repair, return and management of high value inventory, equipment integration and procurement, FMS case development, execution, and reporting, technology transfer and export control, and supporting strategic initiatives. Five additional years' experience can offset the Bachelor's Degree requirement (total of 10 years of relevant experience)
    • Strong written communicator, with a focus on analytics, trend analysis, and business process recommendations
    • Previous experience supporting Program Offices, PEOs, and Military Service, Joint or OSD-level staffs is a plus
    • Specific FMS case development experience is highly desired
    • Experience working Building Partner Capacity programs or Title 10 security cooperation programs is desired
