Job Description and Duties
Per CCR 249.3, this job control may be used to fill subsequent vacancies.
The California Department of Food and Agriculture's (CDFA) Audit Office is recruiting to fill one (1) General Auditor III, shall consider General Auditor II and Auditor I, position located in Sacramento.
Under the direction of the Staff Management Auditor (SMA), the incumbent will perform, direct, and lead the complex auditing programs for CDFA. The complex auditing programs include the audit of the District Agricultural Associations (DAA). Given the nature of the Audit program, the incumbent is required to exercise the highest degree of initiative, independence, and integrity as errors in the incumbent's work could adversely affect the Department.
Duties include but are not limited to:
• Lead and perform the more complex and difficult financial, compliance, and investigative audits of the District Agricultural Associations (DAAs), industry, and Department programs. These audits may have sensitive media and/or public attention and involve numerous financial accounts. These audits require the highest level of technical expertise.
• Apply extensive knowledge and understanding of all accounting systems; electronic and manual data processing systems, and an understanding of the investigative techniques and the applicable laws, regulations, and codes; accounting standards such as, Generally Accepted Auditing Standards (GAAS), Generally Accepted Accounting Principles (GAAP), and Generally Accepted Government Auditing Standards (GAGAS), as well as government laws, rules, and regulations.
• Plan scope and procedures for audits/field investigations and performs risk analyses to determine means of verification and amount of testing necessary. Support the audit and field investigations with well-documented working papers.
• Interact with a variety of individuals in stressful situations in all types and sizes of organizations and at all levels within the Department. This includes Boards of Directors, district attorneys offices, Chief Executive Officers, Departments legal counsel, management staff, and support personnel.
• Maintain cordial professional working relationships with all contacts.
• Write clear and concise audit and special reports summarizing findings and recommendations.
• Write correspondence explaining provisions and application of government rules and regulations discussing audit procedures, findings, and recommendations with the organizations and Department personnel.
• Develop and modifies audit programs of the local fairs and industry; prepare, review, and revise audit reports prepared by auditors.
• Verify the accuracy of audit findings and recommendations with audit work papers.
• Advise management on difficult audit problems and procedures, and on application of government rules and regulations.
• Review audit reports and working papers for uniform application of government rules and regulations, Department policy, adequacy of audit procedures and investigative techniques and conformance with the accounting standards. Ensure the audit findings and recommendations are reasonable and properly documented.

Working Conditions
The duties of this position are performed approximately 65% of the time in the office environment; and approximately 35% of the time in the field or other locations. The office environment is equipped with standard office equipment: desk, chair, filing cabinets, phone with voicemail, and a computer with various software.
Travel up to 35% of the time to various locations throughout the State and possibility of out-of-state travel may be necessary to perform audits; may include overnight travel by various modes of transportation.
Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.
Special Requirements

Form 700 -
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within thirty (30) days of appointment, on an annual basis, and upon vacating the position. The incumbent must complete an Ethics orientation training course within six months of assuming a Form 700 covered position, and every two (2) years thereafter, by December 31 of each numbered year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
