    Summary ValidaTek is seeking a talented Program Manager to lead a dynamic software development program utilizing Agile, DevSecOps within the Platform One environment, for one of our DoD/DISA customers
    The ideal candidate will have experience managing an Agile scrum development team working remotely to continually update, validate, and implement customer requirements based on value to the user and customer priority
    Responsibilities


    • Plan and execute the delivery of the overall program and its activities in accordance with the mission and the goals of the organization.
    • Establish, maintain, and leverage customer rapport to ensure customer satisfaction and quickly resolve any issues.
    • Collect program metrics and Identify trends that reflect strengths of the program or weaknesses identified as areas for improvement.
    • Develop and implement long-term goals and objectives to achieve the successful outcome of the program.
    • Implement and manage program changes and interventions to achieve program outputs.
    • Ensure compliance to corporate ISO and CMMI process quality standards.
    • Ensure that program activities operate within the policies and procedures of the organization.
    • Ensure that program activities comply with all relevant legislation and professional standards.
    • Develop forms and records to document program activities.
    • In consultation with Corporate Services, recruit, interview and select well-qualified management staff.
    • Ensure that that human resources policies, procedures, and practices of the organization are followed.
    • Establish and implement a performance management process for all program staff.
    • Ensure that all program staff receive an appropriate orientation to the organization and the programs.
    • Provide onboarding and offboarding for staff and ensure all staff members receive orientation and appropriate training in accordance with organizational standards.
    • Supervise program staff by providing direction, input, and feedback.
    • Liaise with other managers to ensure the effective and efficient program delivery.
    • Coordinate the delivery of services among different program activities to increase effectiveness and efficiency.
    • Write reports on the program for Government and ValidaTek management.
    • Ensure that the program operates within the approved budget.
    • Monitor all budgeted program expenditures.
    • Manage all program funds according to established accounting policies and procedures.
    • Ensure that all financial records for the program are up to date.
    • Provide required information to have invoices generated and submitted to the Government according to the established timelines.
    • Identify and evaluate the risks, issues, and opportunities associated with program activities and take appropriate action to address them.
    • Monitor the program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework.
    • Serve as Scrum Master for the team ensuring that best agile process are identified, documented, and followed on a daily basis.
    • Ensure communication and collaboration between the development, engagement, engineering, and support function of the program.
    • Document all deliverables, ensure completion, and track delivery status as well as customer acceptance

    Goals and Objectives:

    • Build and encourage teams to deliver above and beyond to exceed customer expectations.
    • Always promote and project a positive attitude and collaborative management approach to improve program delivery.
    • Make changes on the program as needed to maximize program delivery and customer satisfaction.
    • Maintain a perfect attendance and on-time record and in the event of an emergency, follow call out procedures and notify the team and COR.
    • Foster the development and maintenance of the Agile DevSecOps project culture.
    • Monitor, control, and report transparently on program risks and issues affecting cost, schedule, or quality.
    • Ensure timely submission and accuracy of agreement deliverables and change requests.
    • Facilitate key events like program management reviews.
    • Advocate for built-in quality by consistently soliciting design and system feedback from stakeholders
    Qualifications


    • 7+ Years of Program Management experience
    Experience within DoD - Preferred


    • Bachelor's Degree - Required
    Master's Degree - Preferred
    Equivalent combination of education and experience may be considered for meeting the minimum requirements


    • PMP - Required
    • CSM - Strongly Preferred
    • DoD Secret Clearance - Required
    Top Secret - Preferred


    • Must be willing to travel quarterly to McLean, VA; Annapolis, MD and Ft
    Meade, MD
