    Summary This is a National Guard Title 32 Excepted position for a PROGRAM ANALYST, Position Description NumberPDD1010000, and is part of the SC DOL, South Carolina Army National Guard.

    Responsibilities This position is located in a State Headquarters directorate or division level office.

    The purpose of this position is to serve as the analyst and consultant for the management and administration of programs within the directorate or division.

    Serves as key coordination point for all program requirements. This work requires knowledge of management principles, organizational theory and techniques of analysis.

    Knowledge of agency administrative guidance and operating procedures coupled with analytical ability is required to develop information required by the chief to determine feasibility and legality of proposed program and operational plans.

    This position requires military membership. It is designated for National Guard enlisted incumbency only.

    The guidance for "Enlisted Only" was made based on the emphasis to assist mid-level management in the daily business of program management.

    While this position is intended to assist mangers, it is not responsible for establishing policies or managing resources. The position requires a more narrowly defined focus of a specific functional area, i.e., personnel, logistics, training, operations, etc.

    Incumbent performs duties necessary to accomplish program analyst functions and provide for customer services in support of programs essential to state Army or Air National Guard daily readiness missions.

    Work involves developing, analyzing, evaluating, advising, or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, management controls, and similar functions of management.

    Requirements Conditions of Employment Qualifications THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Area 2 Only.


    Area 1:
    Current employees of the South Carolina Army National Guard (Tenure 1 and 2)

    Area 2:

    Current members of the South Carolina Army National Guard Area 3: Any individual eligible for membership in the South Carolina Army National Guard *Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1.

    For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.


    GENERAL EXPERIENCE REQUIREMENTS:

    Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management.

    Experience using computer and automation systems.


    SPECIALIZED EXPERIENCE REQUIREMENTS:

    Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques.

    Experience analyzing, interpreting and developing policies and procedures of local management. *Other Requirements
    • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

    CONDITIONS OF EMPLOYMENT & NOTES:
    1. Must be able to obtain and maintain the appropriate security clearance of the position. 2.

    This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.

    An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3.

    Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

    4. May occasionally be required to work other than normal duty hours; overtime may be required. 5. The duties and responsibilities of your job may significantly impact the environment.

    This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

    Incumbent shall comply with the requirements of this certification program. Education Substitution of Education for Specialized Experience
    • Successful completion of a full 4 year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS 5 level requirements.
